Abstract

1923-1950 arası Türkiye’de KOBİ’cilik istenilen seviyeye ulaşamamıştır. Bunun çeşitli nedenleri vardır. En başta bu sermaye eksikliğidir. Sonra yatırım tecrübesinin olmamasıdır. Ve çok önemli bir başka faktör Türk insanının girişimciliğe uygun olmayan yapısıdır. Çünkü hep memur yapma isteğiyle yetiştirilmiştir. Türk müteşebbisinin önündeki bu olumsuz şartlar 1923-1950 arasında bir nebze aşılmıştır. Bunda özel müteşebbise devlet elinde sağlanan imkanların, teşvik uygulamalarının etkisi büyüktür. 1930’lu yıllarda devlet bankaları özel müteşebbise kredi verme konusunda daha fazla sorumluluk almışlardır. Between 1923-1950 the SMEs could not reach to a desired level in Turkey. There are many reasons for that. Firstly that’s a capital lack. Second a lack in investment experience. And another very important factor is that Turkish people have a habit is not fitted to entrepreneurship. Because they have had bring up with a desire making them civil servants. Those negative conditions that founded in the front of Turkish entrepreneurs have passed the slightest over between 1923-1950. On this there are great effects of provided possibilities and incentive applications, which provided from the state to Turkish special private entrepreneur. In 1930s the State banks have taken more responsibilities on the subject of giving credit to private entrepreneur.
