Abstract
1945 yılına gelindiğinde ‘’Milli Şef’’ olarak bilinen İsmet İnönü de yapmış olduğu konuşmalarda çok partili hayata geçişin sinyallerini vermiştir. CHP içerisinde bütçe görüşmeleri sırasında başta Adnan Menderes olmak üzere, bazı milletvekilleri muhalefet olmuş, daha sonra Fuat Köprülü, Refik Koraltan, Adnan Menderes ve Celal Bayar’ın içinde bulunduğu tarihe ‘’Dörtlü Takrir’’ olarak geçen bir bildirge vermiştir.

During the budget negotiations within the CHP, Adnan Menderes and some other members of the parliament were opposition, and then gave a declaration as Torture Chamber in Fuat Köprülü, Refik Koraltan, Adnan Menderes and Celal Bayar. This proposal, which calls for liberal regimes in the country, was rejected. Then Adnan Menderes, Refik Koraltan, Celal Bayar and Fuat Köprülü resigned part-time.
