Energy polıcy ın Turkey ; a crıtıcal assessment of nuclear alternatıve

Abstract

Türkiye’nin enerji ihtiyacı gelişmekte olan bir ülke olarak her yıl ekonomik büyümeyle beraber artmaktadır. Yerli üretim kaynaklı kısıtlı kalmakta olup, artan enerji talebine yeterli olmadığı için önemli miktarda enerji açığı ithalatla karşılanmaktadır. Sonuç olarak, yüksek orandaki ithalat ülkenin finansal gücünde, sürdürülebilir büyümesinde, enerji arz güvenliğinde ve dış politikasında zayıflığa neden olmaktadır. Bu nedenle Türkiye’deki enerji politikası önemli bir tartışma konusudur. Son gelişmelere bakıldığında, devlet öncelikle çözmek istediği bu soruna alternatif olarak nükleer enerji seçeneğini yürürlüğe koymuş bulunmaktadır. Bu çalışmada Türkiye’nin enerji üretimi için var olan yenilenebilir enerji kaynaklarından farklı alternatif kaynaklara ihtiyacı olup olmadığı açığa çıkarılmak istenmiş, özel olarak nükleer enerji seçeneğinin değerlendirmesi yapılmıştır. Enerji konusunu farklı eksenlerde ele alan ve çeşitli görüşleri içeren geniş bir literatür kapsamına yer verilmiştir. Enerji üretiminde kullanılan ulusal yenilenebilir ve fosil enerji kaynaklarınınmevcut durumu, rezerv miktarları ve geleceğe dönük projeksiyonlar yerel ve uluslararası veriler kullanılarak araştırılmıştır. Türkiye’nin nükleer enerji uygulayıp uygulamaması gerektiği sorusuna nitel analizle cevap aranmıştır. Çalışmada ortaya konan analizlere göre, yenilenebilir enerji kaynaklarının belli ölçüde yerel enerji tüketimini karşılamada yeterli olabileceği ve nükleer enerjin programının Türkiye için doğru enerji alternatifi olmadığı sonucuna varılmıştır. As a developing economy the energy consumption in Turkey is increasing each year along with the economic growth. Energy production with domestic resources is insufficient and the country has to import significant amount of energy to meet the growing demand. Consequently, the large portion of imports in the energy mix creates major vulnerabilities in country’s financial strength, sustainability of growth, security of energy supply, and design of foreigh policy. Therefore, the energy policy in Turkey is a critical concept of discussion and has been one of priorities on government’s agenda. In this regard, Turkey chose to develop nuclear power programme and initiated building the reactors. This study aims to reveal if Turkey indeed has to develop alternatives for energy production, and is specifically concerned with the evaluation of nuclear alternative. A broad literature review covering different perspectives on various energy topics is provided. Using local and international data this study thoroughly investigates both renewable and fossil fuel resources including their current production levels, the reserves, as well as the projections. The question of whether Turkey should go nuclear is aimed to be answered through qualitative analysis. The study concludes that renewable energy resources may best contribute to the energy mix by supporting local energy consumption and nuclear power programme should not be implemented as an alternative energy resource by any means.
