Kültürel diplomaside eğitim faaliyetlerinin rolü : Yunus Emre Enstitüsü ve Kral Sejong Enstitüsü’nün karşılaştırmalı olarak incelenmesi

Abstract

Bu çalışmada kültürel diplomasi etkinliklerinin eğitim kurumları üzerindeki etkisi incelenerek bu alanda faaliyet göstermekte olan Yunus Emre Enstitüsü ile Kral Sejong Enstitüsü’nün karşılaştırmalı olarak incelenmesi amaçlanmıştır. Bu amaç doğrultusunda iki enstitünün amaç-misyon-vizyon değerleri, kurumsal yapıları, benzer ve farklı yanları, kültürel diplomasi faaliyetleri, öğretim materyalleri, ölçme ve değerlendirme sistemleri incelenmiştir. Çalışmada nitel araştırma yöntemlerinden durum çalışması modeli kullanılmıştır. Araştırmanın çalışma grubu Yunus Emre Enstitüsü ve Kral Sejong Enstitüsüdür. Veri toplama aracı olarak kullanılan doküman incelemesi yöntemiyle iki enstitüye ait çevrimiçi kaynaklar incelenerek karşılaştırılmıştır. Doküman incelemesi yoluyla incelenen Yunus Emre Enstitüsü ve Kral Sejong Enstitüsü internet sitesi tabanlı veri kaynakları içerik analizi yöntemiyle analiz edilmiştir. Bu araştırmaya konu edilen iki enstitünün ortak çalışma alanları ve ele aldığı konular araştırmanın alt problemlerine uygun olarak incelenerek değerlendirilmiştir. Bu çalışmada yapılan analizler sonucunda Yunus Emre Enstitüsü ve Kral Sejong Enstitüsü’nün amaç-misyon-vizyon değerlerinin benzer nitelikte olduğu, ikisinin de vakıf statüsünde kurulduğu ve ülkelerinin Kültür ve Turizm Bakanlıklarına bağlı olarak hizmet veren kurumlar olduğu görülmüştür. Kral Sejong Enstitüsü’nün açmış olduğu kültür enstitüsü sayısının Yunus Emre Enstitüsü’nden fazla olduğu ve daha fazla öğrenen sayısına ulaştığı fark edilmiş, bununla birlikte yapmış olduğu hizmetleri kültürel diplomasi bağlamında değerlendirdiğini ifade ettiği bir içeriğe rastlanmamıştır. Yunus Emre Enstitüsü’nün ise çalışmalarını kültürel diplomasi faaliyeti olarak sürdürdüğü ve bu konuyla alakalı bir akademi çalışmasının olduğu, her yıl yayınladığı faaliyet raporlarında konuya ayrı bir yer ayırdığı görülmektedir. Kral Sejong Enstitüsü, çevrimiçi ortamlarda yoğun bir öğretim faaliyeti sürdürmekte, kaynaklarına erişim imkanı sunmakta, öğrenen-öğrenen ve öğrenen-öğretici etkileşimine yönelik çalışmalar yapmaktayken Yunus Emre Enstitüsü’nün bu konuda daha sınırlı imkanlara sahip olduğu fark edilmiştir. İki enstitünün de dil öğretimi etkinliklerinin değerlendirmesini yaparken ortak olarak aynı beceriler üzerinde yoğunlaştığı görülmüştür.

This study aims to examine the impact of cultural diplomacy activities on educational institutions and to examine the Yunus Emre Institute and King Sejong Institute, which operate in this field, comparatively. For this purpose, the purpose-mission-vision values, similar and different aspects, cultural diplomacy activities, teaching materials, measurement and evaluation systems of the two institutes were evaluated. Case study model, one of the qualitative research methods, was used in the study. The study group of the research is Yunus Emre Institute and King Sejong Institute. With the document analysis method used as a data collection tool, online resources of the two institutes were examined and compared. Yunus Emre Institute and King Sejong Institute website-based data sources examined through document analysis were analyzed by content analysis method. The common fields of study and the issues addressed by the two institutes subject to this research were examined and evaluated in accordance with the sub-problems of the research. As a result of the analysis conducted in this study, it was seen that the purpose-mission-vision values of Yunus Emre Institute and King Sejong Institute are similar, both of them were established as foundations and are institutions that serve under the Ministries of Culture and Sports of their countries. It has been noticed that the number of cultural institutes opened by King Sejong Institute is higher than Yunus Emre Institute and that it has reached a higher number of learners, however, no content was found in which it stated that it evaluates its services in the context of cultural diplomacy. It is seen that Yunus Emre Institute, on the other hand, continues its activities as a cultural diplomacy activity and has an academy study on this subject and devotes a separate place to the subject in its annual reports. While King Sejong Institute carries out intensive teaching activities in online environments, provides access to its resources, and conducts studies on learner-learner and learner-instructor interaction, it has been noticed that Yunus Emre Institute has more limited opportunities in this regard. It has been observed that both institutes focus on the same skills while evaluating language teaching activities.
