Türkiye ekonomisinde verimlilik kavramının gelişmesi ve bu süreçte milli prodüktivite merkezi

Abstract

Hayatın her alanında var olan Prodüktivite ya da Verimlilik kavramları iktisat literatüründe birbirinin yerine kullanılan kavramlardır. En basit tanımıyla verimlilik veyahut prodüktivite ihtiyaç duyulan mal veya hizmeti en uygun hız, miktar, kalite de en uygun kaynaklarla en yüksek katma değeri sağlayarak üretmeyi ifade eder. İktisat tarihinde birçok farklı ekol tarafından katkılar yapılan verimliliğin bir tarihsel gelişimi vardır. Özellikle 20. Yüzyılda İkinci Dünya Savaşı’ndan sonra verimliliğe olan ihtiyacın ülkeler tarafından farkına varılmasıyla birlikte bu alanda değişik yapılarda müesseseler kurulmuştur. Fakat bu müesseselerin ülke ekonomisindeki yeri ve faaliyetleri hakkında literatürde sınırlı sayıda kaynak vardır.Bu çalışmada, verimlilik kavramının Osmanlı’dan başlayarak Türkiye’deki gelişimi üzerinde durulmuş ve bunun kurumsallaşmış şekli olan Milli Prodüktivite Merkezi’nin ülke ekonomisindeki yeri, faaliyetleri, yapısı, kısa tarihi ve verimlilik bilincine olan katkısını araştırmak amaçlanmıştır. Aynı zamanda Türkiye’de verimlilik kavramının gelişimi ve Milli Prodüktivite Merkezi’nin bu süreçteki rolü araştırmanın konusunu oluşturmaktadır. Çalışmada, prodüktivite ve verimlilik kavramlarına dair literatür araştırması yapılmış, kütüphane ve internet araştırması neticesinde elde edilen kitap, makale, slayt ve meclis zabıt cerideleri derlenmiş, dünyadaki çeşitli ülkelerdeki benzer kuruluşların örneklerine yer verilmiş, Türkiye’de verimlilik üzerine resmi kurumsal bir yapı kurulana kadar teşekkül etmiş benzer kurumlara değinilmiş ve Milli Prodüktivite Merkezi dönemi ve sonrası araştırılarak ortaya konulmuştur.Yapılan araştırmalar neticesinde, Türkiye’de verimlilik kavramının gelişmesinde yayınları, politikaları ve çalışmalarıyla Milli Prodüktivite Merkezi’nin etkin bir rol oynadığı, halkı verimlilik konusunda bilinçlendirdiği, sanayi üretimi alanında yöneticilere eğitimler vererek sahaya indiği, zamanla ekonominin tüm alanları üzerinde araştırmalar yaptığı ve bunlara çözüm önerileri getirdiği, 2011 yılında Bilim, Sanayi ve Teknoloji Bakanlığı’nın bünyesinde kurulan Verimlilik Genel Müdürlüğü’ne bilgisi ve tecrübesinin devredilerek verimlilik ile ilgili çalışmaların bu kurum tarafından devam ettirildiği ve bundan sonraki çalışmalarda VGM ve benzeri verimlilik ile alakalı kurumlara yoğunlaşılmasının Türkiye ekonomisindeki verimlilik kavramının gelişiminde bununla ilgili müesseselerin katkısını ortaya koyacağı sonucuna varılmıştır.

The concepts of Productivity or Efficiency, which exist in all areas of life, are used interchangeably in the economic literature. In its simplest definition, productivity or efficiency refers to producing the required goods or services with the most appropriate speed, quantity, quality, appropriate value resources by providing the highest added value. There is a historical development of productivity in the history of economics, contributed by many different economic schools. Especially in the 20th century, after the Second World War, with the recognition of the need for productivity by countries, institutions with different institution were established in this domain. However, there are limited sources in the literature about the place and activities of these institutions in the country's economy. However, there are limited sources in the literature about the place and activities of these institutions in the country's economy.In this study, which focused on developments in Turkey, starting from the Ottoman productivity concept and its place in the National Productivity Center which is how they institutionalized this of the country's economy, activities, structure, aimed to investigate the contribution of the short history and efficiency awareness. At the same time the development of the concept of productivity in Turkey and National Productivity Center's role in this process is the subject of the research. In the study, research of the concept of productivity and efficiency in the literature, obtained books, articles, slideshows and council compiled as a result of library and the internet research, the world given the example of similar organizations in various countries, the formation until the establishment of a corporate institution on productivity in Turkey, similar institutions have been mentioned, and the National Productivity Center period and its aftermath have been researched and revealed.In the research result, development of the concept of productivity in Turkey, broadcasts, policies and works of the National Productivity Center as effectively play a role, its continue to raise awareness about productivity of people, giving managers training in the field of industrial production by landing on field, by the time doing research on all areas in economy and propose solutions to them, in 2011, information and experience transferring to General Directorate of Productivity was established in the Science, Industry and Technology Ministry, the work on productivity of is maintained by that institution and the subsequent work in the GDP and so the concentration on the relevant institutions with productivity in the development of the concept of efficiency in Turkey's economy of institutions related to it.
