Publication: Ümraniye’de sosyal güvenlik kurumlarının verdiği sağlık hizmetinden yararlanma ve memnuniyet düzeyinin belirlenmesi
Abstract
Bu araştırmada veriler Ümraniye ilçesi Atatürk mahallesinde yaşayanlar arasında,son üç ay içerisinde Ümraniye'deki sosyal güvenlik kuruluşlarının vermiş olduğu sağlık hizmetinden yararlanma ve memnuniyet düzeyinin belirlenmesi amacıyla;07.07.2002-12.07.2002 tarihleri arasında sistematik örnekleme yöntemi ile belirlene 356 hanedekilerle yüz yüze görüşmeler yapılarak veriler toplandı. Araştırmaya katılanların sosyal güvencelerine göre gruplandırıldıklarında;%77.8'inin bir sosyal güvencesi olduğu,%22.2'sinin hiçbir sosyal güvencesi olmadığı,son 3 aydır %48.8'inin bir sağlık kuruluşuna başvurduğu %51.2'sinin ise bir sağlık kuruluşuna başvurmadığı tespit edildi. Başvurulan bu sağlık kuruluşlarından %48.8'inin kendi sosyal güvencelerine ait olan sağlık kuruluşlarına başvurdukları tespit edildi. Anayasamızın 60.Maddesine göre tüm vatandaşlarımızın sosyal güvenlik kurumlarından yararlanmaları gerekmekte ve bu hakkın sağlanması için gereken her türlü tedbirin alınması görevi de devlete verilmektedir (2). Çağdaş sosyal güvenlik kavramının hedeflediği risklerin çoğunluğu sağlıkla ilgili olup,sosyal güvenlik çerçevesine giren asgari yararlanımlar ise genel pratisyen bakımı ,yataklı ve ayaktan bakım veren kuruluşlarda uzman bakımı,temel ilaçların sağlanması ve gereğinde hastane hizmetleridir (1). Bugün ülkemizde bulunan sosyal güvenlik kuruluşları;Sosyal Sigortalar Kurumu,Emekli Sandığı,Bağ-Kur, kamu kurum ve kuruluşlar ile bir kısım özel sandıklar ve yalnız sağlık konusunda sosyal güvenlik kuruluşu olarak çalışan Yeşil kart sağlık güvence sistemi vardır (2). Yukarıda sayılan sosyal güvenlik kuruluşlarının finansal giderleri mensubu olanların ödemiş oldukları prim esasına göre çalışmaktadır. Genel sağlık sigorta sistemine geçilinceye kadar ki dönemde ,prim ödeyemeyecek kadar zor durumda olanların sosyal güvence primleri devlet tarafından karşılanmaya çalışılmaktadır. Bu yapılan araştırmada sosyal güvenceye ait kuruluşlara bağlılık düzeyleri ve bu kuruluşlardan alınan hizmetlerden memnuniyet düzeyleri araştırıldı.
TAKING ADVANTAGE OF HEALTH SERVICES PROVIDED BY THE SOCAL SECURITY ORGANIZATION IN ÜMRANİYE AND DETERMINATION OF ITS SATISFACTION LEVEL The data in this research have been collected through individual meetings held with the persons living in 356 houses that were determined by a systematical sampling methods between the dates ranging from July 07.2002 to July 12.2002 in order to determine the level of taking advantage of the health services provided by the social security institutions in Ümraniye for the last three monts and their satisfaction levels amongthe inhabitants living at the Atatürk District of Ümraniye town . When the participants, who have been taken part in the resarch, have been grouped on the basis of their social security institutions, it has been determined that 77.8 percent of hem has had a social security, but the remaining 22.8 percent has not; and further, 48.8 percent of the these health organizations were the ones that belong to the social security organizations of the mentioned participants. According to the Article no. 60 of our Constitution, the citizens of this country, as a whole, have the right to benefit from the social security organizations, and it is deemed to be the duty of the state to take any measures necessary in order to provide such right with the people of this country (2). The majority of risks targeted by the modern social security concept is connected with the health, and the minimum advantages within the scope of social security is the care by a general practitioner and care by the specialist doctors at the health institutionsoffered for inpatients and outpatients and finally, the provision of fundamental medicines and if necessary, the relevant hospital services (1). The social security organizations that are urrently available in our country are; Social Security Organization, Superannuating Fund, Bağ-Kur (Organization for Self-Employed), public institutions and establişments and some private funds, and also there is a Green Card health assurence system that functions as a social security organization only inthe field of healt (2). The financial expense of the aforementioned social security organizations are met by the premiums paid by the employees, wha are dependent on such organizations. Now the gowerment tries to pay the premiums of those, who are not able to pay his/ her premiums, in the period until the establishment of a general health insurance system . İn this research, the levels of dependence to the institutions belonging to the social security and in the meantime,levels of santisfaction with regard to the services provided by these organizations.
