Political economy of citizenship

Abstract

The main objective of the thesis is to examine the economy-based citizenship policies in an institutional framework and current policies. The main proposition of the thesis; The transformation of the concept of citizenship, which emerged on the basis of blood ties, into constitutional citizenship, and the transformation of citizenship into economy-based citizenship in the last century. The scope of this study; To examine the chronological transformations of the concept of citizenship, to examine the economy-based citizenship policies and to change general theories in selected countries, to discuss the theoretical framework of the concept of citizenship and the results of economy-based citizenship policies in Turkey and finally to present suggestions. The theoretical framework and current reflections of economy-based citizenship policies have been examined in five countries: Malta, England, Germany, France, and the United States. The study benefits from theories that include the interconnected dimensions of the economic basis of citizenship policies, such as citizenship policies, nation-state, globalization, and nationalism. In addition to these theoretical perspectives, the study has been based upon current statistical data. The methodology of the study is theoretical literature research, comparative analysis of similar examples with reference to the existing literature, statistical data of different institutions and publications.

Tezin ana hedefi kurumsal bir çerçeve ve güncel politikalar özelinde ekonomi temelli vatandaşlık politikalarını incelmektedir. Tezin temel önermesi; kan bağı temelli ortaya çıkan vatandaşlık kavramının anayasal vatandaşlığa dönüşmesi ve son yüzyılda vatandaşlığın ekonomi temelli vatandaşlığa dönüşmesidir. Bu çalışmanın kapsamı; vatandaşlık kavramının kronolojik olarak geçirdiği dönüşümleri incelemek, seçilmiş olan ülkeler özelinde ekonomi temelli vatandaşlık politikaları ve değişen genel teorileri incelemek, son olarak Türkiye özelinde vatandaşlık kavramının teorik çerçevesi ve ekonomi temelli vatandaşlık politikaların sonuçlarını tartışmak ve öneriler sunmaktır. Ekonomi temelli vatandaşlık politikalarının teorik çerçevesi ve güncel yansımaları, beş ülke özelinde incelenmiştir: Malta, İngiltere, Almanya, Fransa ve Amerika Birleşik Devletleri. Çalışma, vatandaşlık politikaları, ulus-devlet, küreselleşme, milliyetçilik gibi ekonomik temeli vatandaşlık politikalarının temellerinin birbirine bağlı boyutlarını içeren teorilerden faydalanmaktadır. Bu teorik bakış açılarının yanında, güncel verileri kullanılarak çalışma istatiksel veriler ile temellendirilmeye çalışılmıştır. Çalışmanın metodolojisi, teorik literatür araştırması, mevcut literatür referanslı benzer örneklerin karşılaştırmalı analizi, farklı kurumların ve yayınların istatistiki verileridir.
