Abstract
Yeni Ekonomi, İnovasyon, Microsoft ÖZET YENİ EKONOMİ KAPSAMINDA ENTEGRASYONA GEÇİŞ SÜRECİNDE E-TİCARET, BİR TÜRKİYE ÖRNEĞİ Tüm dünyada önümüzdeki süreçte bilişim ve bilişim teknolojileri, telekomünikasyon, enerji, eğitim, iletişim ve iletişim teknolojileri, finans, endüstriyel tarım, sağlık ve sağlığa yönelik sektörler ağırlıklı olarak öne çıkacaktır. Yeni ekonomi kavramı, eğer şimdi, ileri teknoloji, bilgi ve iletişim ekonomisi ve ağları, fizikte kuantum, biyolojide genetik bilimini anlatıyorsa bu durum doğrudan beşeri sermayeye dayalı bir ekonomi içeriğini bize anlatır. O zaman bu “yeni ekonomi” dünyanın her yerinde, zamanlama açısından az farklarla kendini gösterecek midir? Bu sorunun yanıtı eğer olumluysa ülkeler ve bölgeler arasındaki gelişmişlik farklarını “yeni ekonominin” küreselleşmesi kaldıracak mıdır? Çalışma yöntem olarak bu iki soruya da, uzun vadede şartıyla, olumlu yanıt vermekte ve temel hipotezini bunun üzerinden kurmaktadır. Temel tezimiz; teknolojinin ve beşeri sermayenin öne çıktığı, kıt olanın değil, paylaşılanın ve çoğalanın daha değerli olduğu yeni bir ekonomiye, tüm dünyada adım atıyoruz. Bu adım, Türkiye gibi “gelişmekte olan ülkeler” için bir fırsattır. Çünkü yeni ekonomi ve yeni ekonomiye dayalı yeni büyüme modelleri ülkeler arasında gelişmişlik farklarını ortadan kaldıran bir süreci önümüze koymaktadır. Türkiye’nin, 2008 krizi sonrası yeni ekonominin ve finansın önemli merkezlerinden birisi olacağı bugün birçok yazar ve bilim insanı tarafından ileri sürülmektedir. Teknolojinin hızla yayılması, Türkiye gibi ülkelerin teknolojiyi yalnızca kullanımını değil, oluşturmasının da yollarını açmaktadır. Bu konuda Microsoft bir tekel olmakla birlikte Microsoft’un yaptıkları tekrar edilmekte hatta aşılmaktadır. E-COMMERCE DURING THE OF TRANSMISSION TO INTEGRATION UNDER WITHIN THE SCOPE OF NEW ECONOMY, AN EXAMPLE IN TURKEY Within the forthcoming period, the sectors such as informatics and information technologies, telecommunication, energy, education, communication and communication technologies, finance, industrial agriculture, health and other sectors relating to health shall predominantly come to fore in the world. If new concept of economics tells advanced technology, information and communication economics and networks, quantum in physics, genetic science in biology, this situation tells us the content of an economy based on human capital. Then, shall the said “new economy” reveal itself in all over the world through slight differences? If the answer is positive, shall the differences between countries and regions in terms of development overcome the globalization of new economics The study replies these both questions positively providing in long term, as its method and bases its hypothesis on it. We are entering into a new economics where technology and human capital come to fore, and where the limited is not of great value but the shared ones and accelerating ones, in all over the world. This step is an opportunity for the developing countries like Turkey. This is because of the fact that new economics and growth models based on new economics reveal a period removing the development differences between countries. Most writers and scientists mention that the Turkey shall be one of the important centers of new economics and finance after 2008 crisis. The fact that technology is spreading quickly opens opportunities for the countries like Turkey to not only use the technology but also developing thereof. Microsoft is monopoly in this issue and the things performed by Microsoft are being repeated and even surpassed. The interview performed with Microsoft Turkey and questions asked to them are corroborative for our basic thesis.
