Türkiye'de profesyonel askerliğe geçişin incelenmesi

Abstract

Bir kamu malı olan savunma ve güvenlik hizmetinin etkin bir şekilde sağlanması devletlerin ekonomi politikalarının en önemli konularından biridir. Devletlerin savunma ve güvenlik politikalarını yerine getiren silahlı kuvvetlerin temelini askeri personel oluşturur. Silahlı kuvvetleri meydana getiren askeri personel gönüllü ve zorunlu olmak üzere iki yöntemle temin edilir. Bu yöntemlerden hangisinin daha etkin olduğu gerek politika yapıcıları gerekse de ekonomistler tarafından tartışılan konulardan biri olmuştur. Bu çalışmada, Türkiye’nin milli savunma hizmetleri kapsamındaki askeralma sisteminin etkin sunumuna katkıda bulunmak ve karar vericilere ışık tutmak amacıyla ilk önce tarih boyunca devletlerin askeralma sistemlerinin evrimi incelenmiş ve bu evrimin askeri silah teknolojilerindeki gelişmelerle açıklanabileceği gösterilmiştir. İkinci bölümde dünyada uygulanmakta olan zorunlu ve gönüllü askeralma sistemleri arasındaki farklılıklar Avrupa Kıtası ve Anglosakson ekolleri üzerinden ele alınarak incelenmiştir. Son bölümde ise Soğuk Savaş sonrasında devletlerin askeralma tercihlerini etkileyen faktörler panel veri kullanılarak yapılan ampirik çalışmayla tespit edilmiştir. Çalışmanın sonuçları Türkiye açısından değerlendirilmiştir.The effective provision of defense and security services, which is a public good, is one of the most important issues of economic policies of states. Military personnel form the basis of the armed forces that fulfill the defense and security policies of the states. Military personnel constituting the armed forces are recruited in two ways, voluntary and compulsory. Which of these methods is more effective has been one of the issues discussed by both policy makers and the economists. In this study, in order to contribute to the effective presentation of the conscription system within the scope of Türkiye's national defense services and to shed light on the decision makers, first the evolution of the recruitment systems of the states throughout history has been analyzed and it has been shown that this evolution can be explained by the developments in military weapon technologies. In the second part, the differences between the compulsory and voluntary conscription systems in the world are examined by considering the European Continent and Anglo-Saxon schools. In the last part, the factors affecting the recruitment preferences of the states after the Cold War were determined by an empirical study using panel data. The findings of the study were evaluated in terms of Türkiye.
