Abstract
KAYIT DIŞI EKONOMİ VE REKABETÇİ PİYASALAR ÜZERİNE ETKİSİ Son dönemlerde hem gelişmiş hem de gelişmekte olan ülkelerde en önemli sorunlardan biri haline gelen kayıt dışı ekonomi olgusu, ülkemizde de 1980’lerden itibaren ülke gündemindeki en önemli konulardan biri olmuştur. Kayıt dışı ekonomi, kısa dönemde ekonomik subap görevi görmesinden ve kayıtlı ekonomiye destek sağlamasından dolayı hoş görülse de, uzun dönemde geri dönülemez sorunlara yol açmaktadır. Bu sorunların en önemlilerinden biri de kayıt dışı ekonomide faaliyet gösteren firmaların vergi ödememeleri, kayıt dışı istihdamda bulunmaları ve düşük maliyetlerden dolayı daha düşük fiyatla satışta bulunmaları gibi avantajları nedeniyle kayıtlı sektördeki firmalara göre haksız rekabet elde etmesidir. Bu durum ise zamanla kayıtlı sektördeki firmaların ya tamamen piyasadan çekilmesine ya da kayıt dışı ekonomiye kaymasına neden olur. Kayıt dışı ekonominin boyutunun küçültülmesi sorunu ancak kayıt dışılığı ortaya çıkaran etmenlerin ortadan kaldırılması ile mümkündür ve alınacak tedbirler uzun vadeli olmalıdır. Ancak her ne kadar önlem alınırsa alınsın kayıt dışı ekonomi tamamen ortadan kaldırılamaz, temel amaç bu olguyu mümkün olabilecek en alt seviyeye indirmektir.
UNRECORDED ECONOMY AND EFFECTS TO THE COMPETITIVE MARKETS The unrecorded Economy has become one of the most important problem in our country since 1980’s as developed and developing countries. In the short term, unrecorded economy is tolerated, because of its support mission, but in the long term it can be a reason for the non-recyclable problems. Most important subject of these problems are unpaid taxes, unregistered employment and unfair competition that firms having operations in unrecorded economies. So, this situation can be a cause of exiting from recorded economies or becoming a bankrupt. Decreasing of the unrecorded economy’s size can be possible with eliminating the reasons of the unrecorded economies and preventions are should be for long term. But the unrecorded economies never can’t be eliminated completely and basic purpose should be that decreasing minimum unrecorded economy rate.
