Abstract
Merkezi idarenin görevlerinin sayılarak, diğer hizmetlerinin yerel yönetimlere ve merkezi yönetimin taşra teşkilatına devredilmesi, hiz- metlerin etkin ve verimli yürütülmesine yol açacaktır. Ayrıca, merkezi yönetimin merkez teşkilatını oluşturan Bakanlar Kurulunun iş yükünü azaltarak genel siyaseti belirlemesine ve takip etmesine üretmesine im- kân verecektir.Bu sebeple 1921 Anayasası ve benzer kuralları içeren Kamu Yönetimi Temel Kanunu Tasarısının anayasa çalışmalarında de- ğerlendirilmesi gerektiği görüşündeyim.
It is important to define duties of the central administration and to authorize local administrations and provincial organization of the cen- tral administration for the fulfillment of remaining duties, in order to assure effective and efficient functioning of services. This will further reduce the workload of the Council of Ministers, i.e. central organiza- tion of the central administration, and allow the Council to concentrate on and monitor general politics. For these reasons, I argue that the Constitution of 1921 and the Basic Law on Public Administration should be taken into consideration during the revision of the current Constitution.
