Türkiye'deki iktidar ve ana muhalefet partilerinin bir tipolojisi ve Avrupa Birliği politikaları

Abstract

Türkiye’nin Avrupa Birliği’ne (AB) katılım süreci, her siyasi partinin kendi iç politikasını ve parti stratejisini oluşturmasında kilit rol oynamıştır. Üyelik sürecinin başlamasıyla Avrupalılaşma kavramı Türk siyasetinde yankı bulmuş ve AB’nin savunduğu değer ve normlara uyum çabası dikkat çekmiştir. Bu değer ve normlar çerçevesinde siyasi partilerin politikaları ve hatta kimlikleri yapılandırılmıştır. Bu tezin konusunu Türk siyasi partilerine yönelik olarak oluşturulmuş tipolojiler ve 1987 tarihinden itibaren parlamentoda yer almış iktidar ve ana muhalefet partilerinin Avrupa Birliği (AB) politikaları oluşturmaktadır. Çalışmada Türk siyasi partilerin tipolojileştirilmesinde Avrupa Birliği (AB) politikalarının etkisi, Türkiye’nin AB ile ilişkilerinin tarihsel süreci ve bu süreçte yaşanan gelişmelerle ilişkisi incelenmiştir. Bu tezde nitel veri toplama yöntemi kullanılmıştır. Araştırmada başvurulan temel kaynaklar ise TBMM tutanak dergileri, partilerin seçim beyannameleri, parti programları ve politika metinlerinden oluşmaktadır. Sonuç olarak, partilerin tipolojileri ile AB politikaları arasında karmaşık bir ilişki olduğu gözlemlenmiştir. Partilerin yer aldıkları kategori içerisinde AB üyeliğinden beklentileri noktasında uyum yakalanmıştır. Fakat AB üyeliğini destekleme noktasında bir istisna haricinde tümünün ortak yaklaşımı benimsedikleri anlaşılmıştır. Ek olarak, AB üyeliğinin Türkiye’de partilerin tipolojilerinden bağımsız olarak “partiler üstü” bir politika olduğu başka bir deyişle “devlet politikası” olduğu bulgulanmıştır.

Turkey's accession process to the European Union (EU) has played a key role in the formation of each political party's internal policy and party strategy. With the beginning of the membership process, the concept of Europeanization found an echo in Turkish politics and the effort to adapt to the values and norms advocated by the EU attracted attention. The policies and even the identities of political parties are structured within the framework of these values and norms. The subject of this thesis is the typologies created for Turkish political parties and the EU policies of the ruling and main opposition parties that have been in the Turkish Parliament since 1987. In the study, the impact of EU policies on the typology of Turkish political parties, the historical process of Turkey's relations with the EU and its relationship with the developments in this process were examined. Qualitative data collection method was used in this thesis. The main sources used in the research consist of the minutes of the Turkish Grand National Assembly, election declarations of the parties, party programs and policy texts. As a result, it has been observed that there is a complex relationship between party typologies and EU policies. Harmony has been achieved in terms of the parties' expectations from EU membership within their category. However, it was understood that all of these parties, with one exception, adopted a common approach in supporting EU membership. In addition, it has been found that EU membership in Turkey is a non-partisan policy, in other words, a state policy, regardless of the typologies of the parties.
