Abstract
Sosyal sorunların çözümünde üniversite-yerel yönetimler işbirliği ve sosyopark uygulamaları : İstanbul Medeniyet Üniversitesi örneği Küreselleşen dünya üzerinde rekabetin kıyasıya yaşandığı günümüz coğrafyasında ar-ge çalışmalarının önem kazandığı, yeniliğe açık, teknolojik gelişmeleri esas alan üniversite-kamu-işbirliği ve yerel yönetimlerin katkısıyla yapılan çalışmalar ülkemize ciddi katkılar sağlamaktadır. Üniversite bünyesinde kurulan teknopark ve sosyoparklar aracılığıyla yapılan çalışmalar, üniversite gençliğinin katkılarının esas alındığı, gençleri sanayici, iş adamları ve yerel yönetim kadroları ile buluşturan yeni gelişim merkezlerinin temel ayağını oluşturmaktadır. Bu çalışmada sosyopark konusu ele alınarak, sosyopark kuruluşlarının toplumsal ihtiyaçlar kapsamında sundukları hizmetlerin analiz edilmesi amaçlanmaktadır. Bu çerçevede. İstanbul Medeniyet Üniversitesi sosyopark uygulaması örnek olarak seçilmiştir. Çalışma, nitel araştırma yöntemine dayanmakta olup, doküman analizi ve mülakat yöntemi ile veriler toplanmıştır. Çalışma dört bölümden oluşmaktadır. Birinci bölümde sosyal sorunlar, sosyal hizmet sosyal politika ve sosyal belediyecilik gibi konuya ilişkin kavramsal çerçeveye yer verilmiştir. İkinci bölümde sosyal sorunların çözümünde üniversite-yerel yönetimler işbirliği başlığı altında, öncelikle sosyal sorumluluk kavramı ve üniversiteler ele alınmış, ardından sosyal sorunların çözümünde kurumlar arası işbirliği, kamu-üniversite işbirliklerinin gelişimi ve üniversite-yerel yönetim işbirliklerinin temel dinamikleri açıklanmaya çalışılmıştır. Üçüncü bölümde, girişimcilik, inovasyon, sosyal girişimcilik ve sosyal inovasyon kavramları ile bu kavramların gelişimi ile ortaya çıkan teknopark ve sosyopark örnekleri incelenmiştir. Dördüncü bölümde ise İstanbul Medeniyet Üniversitesi sosyopark uygulama örneğine ilişkin gerçekleştirilen araştırmanın bulgularına yer verilmiştir. Bu çalışma, üniversite-yerel yönetim işbirliğinin sosyal sorunların çözümünde önemli bir potansiyele sahip olduğunu, sosyopark uygulamalarının bu potansiyeli gerçekleştirmeye yönelik yenilikçi ve işlevsel bir model sunduğunu ortaya koymaktadır. İstanbul Medeniyet Üniversitesi bünyesinde uygulanan modelin, diğer üniversitelerde de benimsenmesi ve yerel koşullara uyarlanarak uygulanması, Türkiye’nin sosyal kalkınma sürecine önemli katkılar sağlayacaktır.
In today’s globalized world, where competition is fierce, research and development (R&D) activities have gained critical importance. Studies carried out through university–public cooperation, driven by innovation and grounded in technological advancements, with the active involvement of local governments, have made substantial contributions to national development. Technoparks and socioparks established within universities constitute a fundamental dimension of these initiatives, serving as new development centers where the contributions of university youth are prioritized and where students are brought together with industrialists, business actors, and local government representatives. This study focuses on the concept of socioparks and aims to analyze the services provided by sociopark institutions within the framework of societal needs. In this context, the sociopark implementation of Istanbul Medeniyet University has been selected as a case study. The research is based on qualitative methods, with data collected through document analysis and semi-structured interviews. The study is organized into four chapters. The first chapter presents the conceptual framework, including social problems, social work, social policy, and social municipalism. The second chapter, under the title “University–Local Government Cooperation in Addressing Social Problems,” discusses the concept of social responsibility and universities, then examines inter-institutional cooperation, the development of public–university collaborations, and the fundamental dynamics of university–local government partnerships. The third chapter addresses entrepreneurship, innovation, social entrepreneurship, and social innovation, along with the emergence of technopark and sociopark examples. The fourth chapter presents the findings of the case study conducted on the sociopark implementation at Istanbul Medeniyet University. The findings demonstrate that university–local government cooperation holds significant potential in addressing social problems, and that sociopark initiatives provide an innovative and functional model for realizing this potential. The adoption of the model implemented at Istanbul Medeniyet University by other universities, with adaptations to local contexts, would significantly contribute to Turkey’s process of social development.
