Jeopolitik yaklaşımlar çerçevesinde, soğuk savaş sonrası dönemde Türk-Rus yönelişleri

Abstract

Bilgi Çağı ile birlikte dünya büyük bir değişim içerisine girmiştir. Küreselleşmenin katma ivmesiyle ortaya çıkan bu değişim dalgası jeopolitik yaklaşımları da etkilemiş ve klasik/ geleneksel jeopolitik, (post)modern/ eleştirel perspektiften yeniden kavramsallaştırılmıştır. Tarihsel süreçte şiddetli mücadele içerisinde bulunan Türkiye ve Rusya Federasyonu, Soğuk Savaş sonrası yeni güvenlik ortamında hem jeopolitik gerilimleri hem de jeoekonomik ve jeokültürel işbirliğini aynı anda yaşamaktadır. Bu çalışma ile, Türkiye ve Rusya Federasyonu’nun yüksek ve düşük duyarlıklı ilgi coğrafyalarında ortaya çıkan klasik/ geleneksel ve modern/ eleştirel jeopolitik yaklaşımlar çerçevesindeki jeopolitik gerilim ve işbirliği alanları ile jeopolitik yönelişleri, genel değişim kavramına açıklama getiren “Paradigmatik Dönüşüm Modeli”nden hareketle, Soğuk Savaş sonrasında risk ve belirsizlik parametrelerinin hakim olduğu yeni konjonktür kapsamında açıklanmaya çalışılmıştır.

The world has been exposed to a big wave of change along with the Information Age. This wave of change having emerged with contributional acceleration of the globalization also influenced the geopolitical approaches and thus traditional/ classical geopolitics reconceptualized within the framework of (post)modern/ critical perspective. Turkey and Russian Federation, which severely struggled against each other in history, experience simultaneously both geopolitical tensions and geoeconomical and geocultural cooperation in the new security environment after the Cold War. With this study, the Turkish and Russian geopolitical orientations and fields of the geopolitical tensions and cooperation having emerged in the geographies of interest in low and high sensitivities for Turkey and Russian Federation within the framework of traditional/ classical geopolitical approaches, are explained using paradigmatic transformation model disclosing the general concept of change by reference to the parameters of risk and ambiguity in the post-Cold War security environment.
