Abstract
GÜVENLİ ELEKTRONİK SENET SİSTEMİ Günümüzde bilgisayar ve internet kullanımı çok yaygınlaşmıştır. Hemen hemen her alanda bilgisayarlara ve internete ihtiyaç duyulmaktadır. Kağıt kullanarak yapılan işlemlerin çoğu internete taşınmaktadır. Bu işlemlerde gerekli olan ıslak imza yerine internet ortamında sayısal imza kullanılmaktadır. Böylece insanlar çeşitli dokümanlarını sayısal imza ile imzalayıp elektronik ortamda saklayabilmektedir ve bu imzalanmış dökümanları internet ile başka insanlara gönderebilmektedirler. Ülkemizde internet ortamına henüz taşınmayan uygulamalardan birisi de senet sistemidir. İnsanlar borçları için bir senet kağıdı satın alıp bunu doldurup, imzalayıp alacaklı kişiye teslim etmekte ve senetin vadesi gelince borçlarını ödemektedirler. İnsanların günlük işlerinden vakit ayırıp yapacağı bu işlemlerin internet ortamında yapılabilmesi insanların günlük yaşamını kolaylaştıracaktır. Bu tezde, kağıt ortamındaki senet alışverişinin elektronik ortamda e-senet olarak güvenli bir şekilde gerçekleştirebileceği anlatılmış ve bir JAVA uygulaması ile gerçekleştirilmiştir. Güvenlik, XML sayısal imza kullanımı ve önerilen bir takım protokoller ile sağlanmıştır. Güvenli Elektronik Senet Sisteminde sunulan özelliklerden bazıları aşağıda sıralanmıştır: •Elektronik ortamda senet oluşturabilmesi ve saklanabilmesi •Elektronik ortamda senet imzalanması •İmzalanmış senetlerin doğrulanması •Elektronik ortamda senet alışverişinin sağlanması
THE SECURE ELECTRONIC LBPN SYSTEM Nowadays, usage of computers and internet has become widespread. Almost in every area computers and internet are needed and employed. Lots of paper-based transactions are being performed on the internet. Handwritten signature used in these works can be applied on internet by using digital signatures. People can sign their different documents with their digital signatures and they can send these signed documents to other people on the internet. One of the areas that is not performed on the internet is the LBPN (senet) system in Turkey. There is a standard LBPN form available in Turkey. People obtain an LBPN paper for their debts, fill the information in the paper, sign the paper and deliver the paper to the creditor and when the payment date of the LBPN comes, they pay the amount of debt to whoever carrying and returning the LBPN form signed by debtor. If these operations can be performed on the internet, it will ease daily life of people because these operations take time in daily works. In this thesis, how the interchange of paper-based LBPN can be performed on electronic environment in a secure way is described and implemented with a JAVA application. Security is provided by using XML digital signatures and some proposed protocols. Some features of the Secure Electronic LBPN System are listed below: •Creation and storage of LBPN in electronic environment •Signing the LBPN documents in electronic environment •Validating the signed LBPN documents in electronic environment. •Providing interchange of LBPN documents in electronic environment.
