The regional policy of the European Union

Abstract

Avrupa Birliğinin yapısal ve uyum politikaları altında uygulanan diğer tamamlayıcı politikaları ile birlikte AB Bölgesel Politikasına 1999 yılında ayrılan mali kaynaklar 30 milyar Euro'ya (Birlik Gayri Safi Milli Hasılasının %0.46'sına) ulaşmıştır. Az gelişmiş bölge ve alanların sosyo-ekonomik gelişimine odaklanan AB Bölgesel politikası ilgili programlanan periyot süresince uygun bulunan projelere mali katkı sağlamaktadır. Bu bağlamda, tez AB Bölgesel Politikasının yapısını ve dinamiklerini analiz etmeye amaçlamaktadır. 1. Bölümde bölgesel politikanın siyasi ve ekonomik temellerinin değerlendirilmesinden sonra, Birlikte ki bölgelerin mevcut anayasal statüleri ortaya konulmaktadır. Ve Topluluk bölgelerinin ekonomik durumlarının değerlendirilmesinden sonra, tez AT Bölgesel Politikasının evrim sürecini incelenmektedir. (2. ve 3. Bölümler) Daha sonra, 4. Bölümde, tez Bölgesel Politika yapın mekanizması ve Bölgesel Politikanın diğer politikalarla ilişkileri ile devam etmektedir. 5. Bölüm Bölgesel Politikanın araçlarını incelemektedir. 6. Bölümde örnek çalışmalar altında ortaya konulmaktadır. 8. Bölüm 2000-06 programlama dönemi için düzenlenen yasal çerçeve altında Bölgesel Politikanın temel özelliklerini incelemeyi amaçlamaktadır. Son olarak, tez AB Bölgesel politikasının gelecekte karşılaşabileceği muhtemel engelleri ifade ederek sona ermektedir.

In co-operation with other complementary actions practised under the structural and cohesion policies of the EU, allocation dedicated to EU regional policy in 1999 reached more than EUR 30 billion, corresponding to 0.46% of the Community GNP for the respective year. Concentrating on the socio-economic development of the least-favoured regions and areas, EU regional policy provides financial contribution for the eligible projects through the programming period concerned. In this context, the thesis has sought to analyse the structure and the dynamics of EU regional policy. After assessing the political and economic background of the regional policy in Chapter 1, existing constitutional status of the regions in the Union (specifically in five larger Member States) is to be drawn up. And then by bringing out the economic situation of the Community regions, the thesis has gone in for analysing the evolution of EC regional-policy. (Chapters 2 and 3) After that, in Chapter 4, the thesis has gone through the regional policy-making mechanism and the relations of other policies with the regional policy. Later on, Chapter 5 has gone over the means of regional policy. In Chapter 6 different regional policy practices within the five larger Member States have been examined. Following this, Community-assistance, its priorities, and its impacts over eligible regions have been disclosed under case studies in Chapter 7. Chapter 8 has sought to overview the main features of the regional policy under the legislative framework designed for the 2000-06 programming period. Finally, the thesis concludes by expressing the challenges that EU regional policy can face in the future.
