Publication: Küreselleşme sürecinde bölgesel örgütlenmelere bir örnek: Körfez İşbirliği Konseyi
Abstract
Küreselleşme tüm yaşam alanlarında karşımıza çıkmaktadır. Üzerinde birçok tartışmalar üretilen bu olgunun araştırma konusu olması anlaşılır bir durumdur. Bugüne kadar birçok düşünür, akademisyen, yazar v.b. küreselleşmeyi çeşitli yönleri ile ele almıştır. Bu çalışmada yapmaya çalıştığımız; öncelikle kavramı anlamaya çalışmaktı. Kavramın felsefi, politik, ekonomik ağırlıklı tanımlamalarının olduğu görüldü. Küreselleşme devam ederken; bölgesel örgütlenmeler veya bölgesel entegrasyonlar olgusunun ortaya çıkması ne ifade ediyordu sorusuna karşılık; bölgesel örgütlenmelerin hangi teorik düzlemden hayatın pratiğine aktığını anlamak gerekiyordu. Küreselleşirken tam tersi bir şekilde atomize olmaya ve her anlamda kendi yerelliğine çekilmeye giden bir yapılaşma gördüğümüzü ifade etmeliyiz. Ancak bu atomize oluşun küresel aktörlerden bağımsız bir şekilde tezahür etmediğini, tam tersi olarak, onun güdümünde ve ekseninde şekillendiğini görüyoruz. Bu çerçevede, Körfez İşbirliği Konseyi’nin ekonomik ve politik olarak tüm yaklaşımlarını incelediğimizde, küresel eğilimlerle tamamen örtüşmekte olduğunu ve hiçbir şekilde farklı bir yaklaşım veya söylem geliştiremediğini, ancak yerel etkileri de tamamen dışlayamadığından, nadiren de olsa farklı gözükebilen çok kısıtlı söylemlerinin olduğunu görüyoruz; bölgesel sorunlarda dahi tüm dışsal faktörler etkisiyle yaklaşmaktadır. Son söz olarak bölgesel örgütlerin küresel yapıyla etkileşimi kaçınılmaz gözükmekle birlikte AB örneğinde olduğu gibi, kendi içyapıları ve dinamizmleri ile etken faktör olmalarının da mümkün olduğu gözükmektedir.
We encounter globalization in all spheres of life. Moreover, since much debate has been undertaken in this subject, this appears to be a well-understood research topic. Until the present date, many intellectuals, academics, writers etc. have dealt with the problem of globalization in many different ways. The studies carried out have focused above all on attempting to understand the concept of globalization. The concept's philosophical, political and economic definitions have all been seen to exist. Whilst globalization continues, regional organization members or regional integration members have responded to the question of what this fact expresses for our purposes; regional organization members have stated the importance of understanding the flow of this concept from the theoretical plane to the practical world. During globalization, it is necessary to describe an exactly opposite concept, which refers to atomization and regionalisation in all means. These atomizing global agents are not witnessed as acting indepedently, but on the contrary they are spotted as reactionary to globalization. In this framework, while going through all the economic and political aspects of Gulf Co-Operation Council, it was observed that, it is in complete accordance with the globalizing principles and doesnot have even a single different aspect, but cannot be regarded as free of regional influence, can be stated as a different in its nature despite of its rarity, including all the regional problem and the effects of foreign factors. Conclusively, like EU, is an example of effects of regional integration and globalizing action, and has been observed as possessing its own structure and dynamics with its effecting factors.
