Publication: Strateji geliştirme sürecinde üst yönetim bilgi sistemleri”nin kullanılması (gıda sektörü uygulaması)
Abstract
Yönetim Bilgi Sistemleri, stratejik karar verme sürecinin karmaşık bir yapıda olmasından dolayı uzun yıllar stratejistlerin bilgi ihtiyacını beklenilen düzeyde karşılayamamıştır. Teknolojik ilerlemeler bilgi sistemlerinin stratejik yönetim düzeyinde etkin olarak kullanılmasını 90'lı yıllarda sağlamıştır. Bir çok kaynakta Üst Yönetim Bilgi Sistemleri'nin (ÜYBS) stratejik yönetimin etkinliğini arttırmak amacıyla kullanıldığı belirtilmektedir. ÜYBS strateji geliştirme sürecini etkilemiş ve bu süreçte değişimlere neden olmuştur. Bu bağlamda araştırmanın temel amacı Strateji geliştirme sürecinde ÜYBS nasıl kullanılmaktadır? ÜYBS bu sürece hangi alanlarda katkıda bulunmaktadır? sorularına yanıt aramaktır. Literatürde belirtildiği üzere ÜYBS; strateji geliştirme sürecinde, işletmenin çevresel analizinde bir gözlem sistemi olarak, stratejik karar almada bir karar destek sistemi olarak, üst yöneticileri desteklemektedir. ÜYBS, üst yönetim komitelerine, karar verme sürecinde, sisteme entegre edilmiş olan grup karar destek ve işbirliği yapma araçları vasıtasıyla destek sağlar. Ayrıca periyodik, özetlenmiş, özlü ve üst yönetim için özel olarak biçimlendirilmiş rapor sistemi oluşturur, işletme operasyonlarına ve stratejik bilgi kaynaklarına on-line bağlantılar geliştirir. Böylece üst yönetimin işletme operasyonlarını ve dış çevresini gözlem ve kontrolü kolaylaşarak, çevresel fırsat ve tehditlere, işletmenin stratejik tepkisini ortaya koyma hızı artar. Araştırmanın uygulama bölümü, Türkiye'nin gıda sektöründeki en büyük özel sektör işletmelerinde gerçekleştirilmiştir. Yapılan anket çalışmasıyla ÜYBS'nin strateji geliştirme sürecinde kullanımı ve katkıları ölçülmeye çalışılmıştır. Alınan sonuçlara göre, işletmelerin ÜYBS'ni, stratejik bir üstünlük getirecek ölçüde, strateji geliştirme sürecinde kullanamadığını tespit edilmiştir. ÜYBS'den çevre analizinde, özellikle şirket çevresi analizinde yararlanılmakta olmasına rağmen, ÜYBS'nin stratejik karar destek kabiliyetlerinin kullanılması istenilen etkinlikte değildir. İşletmelerde özellikle grup karar destek sistemlerinin, çok boyutlu analiz ve modelleme tekniklerinin kazandırdığı faydalardan gerektiği ölçüde yararlanılamadığı saptanmıştır.
Management Information Systems haven't supported the strategists information needs for many years sufficiently cause of the strategic decision making process has been very complicated structure. The technologic improvements have made possible to use information systems in strategic level efficiently in 90's. In the most of sources have been explained that Executive Information Systems (EIS) have been applied to gain effectiveness in strategic management. EIS have effected and changed the applications of the strategy development. The main purpose of the study is to answer the questions How EIS are applied in the development process of the strategy and what kind of supports do EIS provide the process ? The references point out that EIS support executives during the strategy development as a monitoring system in the environmental analysis of company and as a decision support system in the strategic decision making. Furthermore the group decision making and collaboration tools which are integrated in EIS help executive committees during the strategic decision making. EIS provide periodical, summarised, concise and tailored reporting system and on-line connections to all operations and external strategic information sources of company. So executives can easily monitor and control all operations and external environment and decide to strategic response to environmental challenges very fast. The research of the study has been applied to the most biggest private companies in food industry in Turkey. The results indicates that the big food companies can't apply EIS in the development process of the strategy, efficiently that gives strategic strength in competition. EIS are applied in the environmental analysis, especially in the internal environment of company. Also executives use EIS as a decision support tool in the development process. However the group decision support, modelling and the multidimensional information analysis tools haven't been applied effectively in the companies.
