Eğitim siyasaları açısından 42. CHP hükümeti (1978-1979) ile 59. Ak Parti hükümetinin (2003-2007) karşılaştırması

Abstract

Bir toplumun oluşumunu ve gelişmesini sağlayan temel faktör eğitimdir. Eğitim sürecini şekillendiren ise belirlenen eğitim siyasalarıdır. Türk siyasi tarihinin önemli iki dönemi ve bu dönemlerdeki siyasi partiler çalışmanın belirleyici faktörleridir. Çalışmada 42. hükümetin partisi Cumhuriyet Halk Partisi ile 59. Hükümetin partisi olan Adalet ve Kalkınma Partisi karşılaştırılarak eğitim siyasaları incelenmiştir. Teorik ve kavramsal çerçevede; kamu siyasası, eğitim siyasası, süreç olarak kamu siyasasının şekillenmesi, bir siyasa alanı olarak eğitim ve eğitimin Türkiye’deki gelişimi incelenmiştir. Kavramsal olarak devlet, eğitim ve eğitim siyasaları ayrıntılı olarak ele alınmıştır. Bu bilgiler doğrultusunda 42. CHP Hükümeti ile 59. Ak Parti Hükümetinin eğitim siyasaları karşılaştırılmıştır. Dönemsel özellikler göz önünde bulundurularak oluşturulan siyasalar ve uygulanma şekilleri kıyaslanmıştır. Ele alınan iki dönemin siyasi partileri karakteristik özellikleri ile incelenmiştir. Literatür taraması ile incelemeler yapılarak çalışma geliştirilmiştir.

The main factor that provides the formation and development of a society is education. Education policies shape process of education. The two important periods of Turkish political history and the poitical parties of this period are the determining factors of the study. Education policies were analyzed by comparing the Republican People's Party (42nd government party) and Justice and Development Party (59th government party). In the theoretical and conceptual framework; public policy, educational policy, the process of shaping public policy, a policy area in education policy and the development of education in Turkey were examined. Conceptually, the state, education and education policies are discussed in detail. In line with this information, the education policies of the 42. CHP Government and 59. Ak Party Government were compared. Policies and their implementation were compared with periodic features. Political parties which are the main characters of the two periods discussed, are examined with typical features. The study was developed by examining the literature review.
