Abstract
When we look at history, the culture of reading and the habit of using libraries have never formed a definitive basis on the basis of society in any period. The lack of an approach in the policies of state and non-governmental organizations to encourage children to adopt book and library culture, which will shape the future of the country, shows that there is still a lack of infrastructure in this field. In our country, a solid foundation is needed in schools to instill a reading culture in students. TÜİK's book reading situation report in Turkey, PISA 2022 reading skills average being below the expected and desired level reveals this necessity. This study offers a model that will encourage students to create a solid foundation in schools in order to gain a reading culture. While revealing the necessity of a reading course for primary school students, an example content model is presented for this course. This model was prepared for 1st, 2nd, 3rd and 4th grades so that a reading lesson takes place once a week during an academic year. With this study, a reading lesson model was presented in primary schools in our country in order to provide students with a reading culture and to raise them as lifelong learners, and it was aimed to have a standard approach that can be applied by all schools in the reading culture process.
