Dünya ekonomisinde IMF’nin ve yapısal uyum politikalarının yer ve işlevi

Abstract

Dünyadaki ekonomik gelisim sürecinde, ülkeler arasında giderek karmasık bir yapı haline dönüsen mali akımlardaki hızlı gelismeler beraberinde çesitli sorunlar getirmektedir. Söz konusu sorunlar, en çok da finansal enstrümanları daha çok kullanan gelismis ülkeleri ilgilendirir olmustur. Dolayısıyla çözüm arayısları da daha çok bu ülkeler tarafından gelistirilmistir. _ste bu süreç çerçevesinde Uluslararası Para Fonu (IMF) ve Dünya Bankası olusturulmustur. Bu kuruluslar, özellikle 1929 Dünya Ekonomik Bunalımı ve bunun hemen ardından patlak veren 2. Dünya Savası’nın yarattıgı ekonomik tahribatları, ödemeler dengesi sorunlarını, uluslararası parasal sistemde ortaya çıkan dengesizlikleri ve dıs ticaret daralmalarını asmanın bir aracı olarak kurulmuslardır. Bu çalısmada IMF’nin ve yapısal uyum programlarının dünya ekonomisinde oynadıgı rol ve Türkiye-IMF iliskilerinin sistematik bir bütün halinde ele alınarak analiz edilmesi amaçlanmaktadır. Yapılan analizlerde, uluslararası parasal sistemin genel unsurları ile bir çerçeve olusturulup, sistemin isleyisi anlatılmıstır. Daha sonra da, IMF’nin destekledigi istikrar programları ele alınmıstır. Fon’un dünya ölçegindeki etkileri ve yapısal uyum programları irdelenmistir. Çalısmada Türkiye’nin uluslararası parasal sistem içindeki konumu ve günümüze kadar olan makro ekonomik görüntüsü, belirli dönemler halinde analiz edilmistir. Son olarak, dünyada yasanan ekonomik krizler ve yolsuzluk ve kayıt dısı ekonomi gibi sorunlar da konuya bütünlük kazandırması açısından çalısmada yer almıstır.

The fast growth in the financial streams among the countries that becomes more complex during the economic develoment process of the world is causing varied problems. These problems mainly become the concerns of the developed countries which use the financial instruments more often. Therefore, solutions to the problems are mostly developed by these countries. In this process of problem solving of the financial problems, International Monetary Fund (IMF) and the World Bank have been established. These foundations had been established as tools to overcome the economic destructions, balance of payment problems, the imbalances in the international monetary system and the shrinking international trade mainly caused by the Economic Depression in 1929 and following this depression, the 2. World War. In this study, to analyse the role of the IMF and the structural adjustment programs in the world economy and handling systematically as a whole the relations of IMF and the Turkish economy have been targeted. In the analysis, a framework of the general elements of the international monetary system has been established and the functioning of the system has been explained. Following this, the stability programs supported by IMF has been included and the impacts of the Fund in the world scale and adjustment programs have been analysed. In the study, the place of Turkey in the international monetary system and its macro economic view in some determined periods have been also analysed. In the last part, the problems such as the economic crises taking place in the world, poverty and the unregistered economy have been included to give an entirety to the subject.
