Türki̇ye’de evsi̇zli̇kle mücadelede sosyal devleti̇n rolü

Abstract

Çalışma, Türkiye’de evsizlik sorunuyla ilgili sosyal devletin işleyişini inceleme amacıyla hazırlanmıştır. Sosyal devletin ortaya çıkış amacı ve evsizlik sorunu çalışmanın iki önemli aşamasıdır. Bu bağlamda çalışmada sosyal devlet ve evsizlik olgusu ele alınmıştır. Türkiye’de evsizlik sorunu ve sosyal devletin bu sorunla mücadelesi bu iki olgu doğrultusunda incelenmiştir. Çalışma, nitel araştırma yöntemiyle gerçekleştirilmiştir. Çalışmanın birinci bölümünde sosyal devletin gelişimi, refah rejimi modelleri ve Türkiye’de sosyal devlet olgusu incelenmiştir. Sosyal devlet olgusunun geniş bir çerçevede ele alınması, çalışmanın ana konusu olan Türkiye’de evsizlikle mücadelede yapılan çalışmalar hakkında bir ön bilgi niteliğindedir. Çalışmanın ikinci bölümünde evsizlik olgusu ele alınmış, evsizlik sorunu sebepleri ve neden olduğu olumsuz durumlar bağlamında incelenmiştir. Türkiye’de evsizliğin incelenmesinin öncesinde dünyada evsizlik sorununa ve bu sorunla mücadele bağlamında yapılan uygulamalara değinilmiştir. Çalışmanın son bölümünde Türkiye’de evsizlik ve evsizlikle mücadele ele alınmıştır. Bölümde öncelikle Türkiye’de evsizliğe sebep olan bireysel ve yapısal nedenler incelenmiştir. Bu incelemenin ardından Türkiye’de evsizlikle mücadelede merkezi yönetim, yerel yönetimler ve sivil toplum kuruluşlarının uygulamaları ele alınmıştır. Bu uygulamalar beraberinde literatürde evsizlik sorunuyla ilgili olan çeşitli öneriler incelenmiş ve sonuç bölümünde bu konuya yönelik değerlendirme yapılmıştır.

The study, was prepared to examine functioning of the social state about issue of homelessness in Turkey. The purpose of the emergence of the social state and homelessness issue is two important stage of study. In this context the social state and the phenomenon of homelessness were discussed in the study. The homelessness issue in Turkey and the struggle of the social state with this issue have been examined in the direction of these two phenomenon. The study was conducted with a qualitative research method. The first part of the study examined the development of the social state, welfare regime models and the phenomenon of the social state in Turkey. Discussing the social state phenomenon in a broad framework pre-information is in the exemplary about practice for the struggle of homelessness in Turkey to the main topic of the study. The second part of in the study discussed of phenomenon the homelessness, homelessness issue was examined in the context to reasons and negative situation caused. Before examining homelessness in Turkey the issue of homelessness in the world and the practices carried out in the context of the struggle of this problem was been mentioned. The last part of the study was discussed homelessness in Turkey and struggle of homelessness. The part first examined to individual and structural reasons that cause homelessness in Turkey. After this examination the struggle of homelessness was discussed practices of the central government, local governments and non-governmental organizations in Turkey. Along with this practice were examined various suggestions about the issue of homelessness in the literature and an evaluation on this topic was made in the conclusion part.
