Publication: Türkiye'nin Ortadoğu'daki rolü (2003-2015) : fırsatlar, kazançlar ve zorluklar üzerine bir analizdir
Abstract
Bu tezin amacı, Türkiye’nin 2002-2013 yılları arasında Ortadoğu’daki rolünü analiz etmektir çünkü Türkiye'nin bu dönemde hangi rolü oynamayı hedeflediğinin açık olmadığı görülmektedir. Bu çalışma, yapılan bibliyografik inceleme ve doküman analizi gibi yardımcı metotlardan yararlanılarak ortaya konulmuş; betimleyici ve tümevarımsal bir çalışmadır. Burada uygulanan metodoloji Türkiye’nin Adalet ve kalkınma Partisi (AKP, Ak Parti) iktidarının meselesini ve hedeflerini daha iyi anlamamızı sağlamaktadır zira AKP iktidarı bölgede ve uluslararası ölçekte farklı bir politika gütmektedir. AKP bölgede Türkiye’ye yer açmak adına bölgesel politikaya aktif olarak katılmayı hedeflediği farklı bir dış politika planıyla iktidara gelmiş ve böylelikle, Türkiye’nin bölgede bugüne dek uyguladığı politika yaklaşımını değiştirerek bölgesel siyasette daha aktif olmaya başlamıştır. Nitekim 2003’ten sonra uluslararası konjonktür, Türkiye’ye bölgede belirleyici bir rol oynamak için birçok fırsat sunmuştur. Bölgedeki “Arap Baharı” etkileri (2011) ve daha sonra Türkiye'deki başarısız darbe girişimi (2016), Türk diplomasisinin bölgede politika değiştirme yaklaşımına katkıda bulunmuştur. Bu, Türkiye'nin Ortadoğu'daki rolünü belirlemiş ve yeni sert diplomasi yaklaşımı nedeniyle Türkiye'ye bazı zorluklar getirmiştir.
The purpose of this thesis is to analyze the role of Turkey in the Middle East between 2002-2016 as it is not clear which role Turkey has aimed to play during this period. Furthermore, this is a descriptive and inductive research which has been assisted by some auxiliary techniques such as the documentary and bibliographical. The methodology applied here enables us to better understand the issue and the objectives of the Justice and Development Party (AKP) leadership group, since they have presented a different political approach towards regional and international politics. The AKP comes to the power with a different foreign policy project aiming to engage actively in regional politics in order to open space for Turkey. Thus, Turkey started becoming more active in regional politics, changing the approach of Turkey to the region under the Kemalist leadership.The international conjuncture following 2003 presented Turkey with many opportunities to play an assertive role in the region. The “Arab Spring” effects in the region (2011) and later Coup attempt in Turkey (2016) both have contributed to the policy-change approach of Turkish diplomatic approach in the region. It has determined the role change of Turkey in the Middle East and it brought some challenges to Turkey as the result of its new rigid diplomacy approach.
