Abstract
TÜRKİYE’DE POLİTİK AKTÖR VE KURUMLARIN KAMU HARCAMALARINA ETKİSİ (1950-2010) Politik aktör ve kurumların siyasal karar alma sürecindeki işlevlerinin, davranış biçimlerinin bilinmesi, ekonomik istikrar ve adil gelir dağılımı koşullarını oluşturacak bütçe programlarının hazırlanması açısından önem arz etmektedir. Bu çalışmada Türkiye’de, bütçe sürecinde rol alan politik aktör ve kurumsal faktörlerin kamu harcamalarına etkileri çeşitli yöntemler ile ele alınmıştır. Türkiye’de siyasal sistemi oluşturan, siyasal partilerin ideolojilerinin ve stratejilerinin, seçmenlerin sosyo-ekonomik farklılıklarının, yasama organının yapısının ve alt kurumlarının, seçim sistemlerinin, bürokrasinin, Türk Silahlı Kuvvetleri’nin, yurtiçi ve uluslararası ekonomik gelişmelerin bütçe sürecini nasıl etkilediği ve kamu harcamalarına yansımaları incelenmiştir. Çalışmada 1950-2010 yılları arasındaki kamu harcamaları verileri kullanılarak çeşitli istatistiksel ve ekonometrik yöntemler ile analizler yapılmıştır. Politik değişkenlerin ve kurumsal düzenlemelerin kamu harcamalarının toplamı ve bileşenleri üzerinde kısa ve uzun vadede etkili olduğu sonucuna ulaşılmıştır.

In this study, usinggovernment expendituredatabetween 1950and2010, analysesarecarried outthrough various statistical and econometric methods.The results showthatpolitical variables and institutional arrangementsaffect government expenditureand its components inbothshort and long term.
