The restructuring process of European security architecture in the post cold war era and its effects on Turkey’s security

Abstract

Tarihsel gelişimi boyunca birçok evrelerden geçen Avrupa birlikteliğinin eline, 21nci yüzyıla damgasını vurarak dünya liderliğinde söz sahibi olma konusunda stratejik bir fırsat geçmiştir. Bu fırsatı doğuran temel gelişme ise dünyada meydana gelen ve önceden tahmin edilemeyen kuvvet dengesindeki değişiklikler ve otorite boşluğudur. Avrupa Birliği'ni oluşturan ülkeler münferit olarak incelendiğinde, birliğe üye ülkelerin büyük bir çoğunluğunun insan gücü, tabi kaynak, coğrafi alan bakımından yetersiz ve potansiyel olarak sınırlandırılmış olduğu görülmektedir. Müşterek hareket etmemeleri halinde, siyasi arenada bir güç olarak çıkma olasılıklarının oldukça düşük olacağı gerçeği ile birlikte güvenlik zafiyetleri, bu ülkeleri birlikte hareket etmeye zorlamaktadır. Uluslararası siyasal ortamda söz sahibi olmanın önemli koşulu, büyük ve güçlü bir orduya sahip olmaktır. Soğuk savaş dönemi boyunca kendi savunma güvenliğini NATO'ya dayandıran Avrupa Birliği, ABD'nin konvansiyonel ve nükleer gücünü kendi güvenliği ile bütünleştirmiştir. Türkiye'nin AGSK içerisinde yer alması özellikle büyük önem arzetmektedir. Türkiye'nin özel ilgisi kriz yönetimi ve askeri müdahele konularında AB'nin karar verme sürecine katılma, NATO ve Türkiye'nin NATO'ya tahsis ettiği imkanlarının kullanımında söz hakkı ve güçlü bir transatlantik bağını sürdürülmesinde yoğunlaşmaktadır. Türkiye'nin AGSK'ya yapabileceği birçok pratik katkı mevcuttur. Soğuk Savaş döneminde Türkiye'siz Avrupa'nın güvenliğinden söz edilemediği gibi, bugün de Türkiye'nin yer almadığı bir AGSK eksik ve yetersiz kalacaktır.

The European unison that experienced several phases throughout the historical progress had a strategic opportunity to put its impression into the 21 century by taking a position in world leadership. The main development which gives the so-called opportunity is the unpredictable change in the global balance of power and the absence of the authority. When considered individually, it is acknowledged that most of the members of the EU are inadequate in terms of man power, natural resources and geographical position and are limitted potantially. The security short-commings and the fact that there is a little possibility of becoming a power center in the international unless they act togather force these countries act in cooperation. The pre-condition of having a position in the decission making mechanisms of the global political arena is to have a huge and powerful military force. In the Cold War era the EU relied on NATO for its own defence and integrated its security with the conventional and military capabilities of the US. Turkey's presentation in the ESDI mechanisms has a great importance. Specific Turkish concerns include the nature of its participation in EU decisionmaking in matters of crisis management and military intervention when NATO and Turkish assets would be used. There are many practical contribution that Turkey can make to the ESDI. In the Cold War era it was far a way from reality mentioning of European security without Turkey, just as the ESDI which does not include Turkey will be incomplete and inadequate.
