Abstract
Değişen ve gelişen dünyada eğitimin önemi gün geçtikte artmakta olup,yükseköğretim kademesinde nasıl bir finansman yapısının uygulanması gerektiğiüzerine modeller geliştirilmektedir. Bu çalışmada, yükseköğretimin kamusal niteliği,fayda ve maliyetleri, finansman yöntemleri ele alınarak Türkiye, Amerika BirleşikDevletleri ve seçilmiş Avrupa ülkelerindeki lisans, yüksek lisans ve doktoraaşamalarının finansmanı hakkında bilgi verilmiştir. Aynı zamanda, yükseköğretiminsosyal ve özel getirilerinin birey ve toplum üzerindeki etkisi güncel verilerleaçıklanmaya çalışılmıştır. Uygulanan finansman yöntemlerine ait oranların ele alınanülkelerde değiştiği görülmüştür. Farklı üniversite türlerindeki yükseköğretimsunumlarına değinilmiştir. Türkiye için yükseköğretimin finansmanının vergilerlesağlanması yerine lisans eğitiminde harçların yeniden düzenlenerek uygulamayakonulması, lisansüstü eğitimde ise bilimin gelişmesi baz alınarak programların yenidendüzenlenmesi önerilmiştir.
In the changing and developing world, the importance of higher education isincreasing day by day and models have been developed on what kind of financingstructure should be applied in the higher education spectrum. In this study, the publicnature of higher education relating to benefits and costs, financing methods have beendiscussed on Turkey, the United States and some selected European countries in variouslevel such as undergraduate, graduate and doctoral level. At the same time, the effect ofsocial and private returns of higher education on individuals and society has beenexplained with current data. It has been observed that the financing methods applieddiffers in the countries discussed. Higher education services provided in different typesof universities have been mentioned. The financing of higher education in Turkey couldbe ensured by revising the tuition fees at the undergraduate level instead of financingthis process through taxes, while for the graduate program this could be achieved byrestructuring this branch based on the development in science.
