Yolsuzluğun sosyal refah üzerindeki etkileri: Türkiye örneği

Abstract

Yolsuzluk, Sosyal Refah, Türkiye ÖZET “YOLSUZLUĞUN SOSYAL REFAH ÜZERİNDEKİ ETKİLERİ: TÜRKİYE ÖRNEĞİ” Küreselleşen Dünya’da ve bunun yanında Türkiye’de son yıllarda yolsuzluk kavramı gittikçe popülerlik kazanarak, yazılı ve görsel basında yer almaya başlamıştır. Bunun bir sonucu olarak yolsuzluğun yaratmış olduğu toplumsal risk faktörü ve sosyal refah anlayışı altında yapılamayan refah arttırıcı harcamalar gündeme gelmiştir. Bu çalışma ile yolsuzlukların salt boyutlarını tespit etmekten ziyade, yolsuzlukların oluşumunu ve gelişimini etkileyen faktörleri belirleyerek, bu faktörlerin negatif etkilerini azaltacak sosyal refah arttırıcı çözüm önerilerinde bulunmak yaşanılan bu koşullarda daha anlamlı görünmektedir. Bu çalışmanın genel bulgularına bakıldığında yolsuzlukların var olması ile bozulan gelir ve kaynak yapıları, fırsat eşitsizlikleri, geliştirilemeyen eğitim ve sağlık hizmetleri; toplumsal mutsuzlukları arttırarak sosyal refahta azalmaya yol açtığı görülmüştür. Bünyesinde bir anket çalışmasını barındıran bu çalışmada Türkiye’de yolsuzluğun ne kadar yaygın ve önemli bir sorun olduğu tespit edilmiştir. Corruption, Social Welfare

“EFFECTS OF CORRUPTION OVER SOCIAL WELFARE LEVEL: SAMPLE OF TURKEY ” In the globalization word and besides in Turkey, the expression of corruption has been gained popularity and appeared on the printed and visual press in the recent years. As a result of this, the social risk factor created by the corruption and the welfare increasing expenses which are not performed under the social welfare understanding have become current issues. In this study, it seems more meaningful to suggest solutions to increase the social welfare level which can determine and decrease the negative effects of the factors affecting the creation and development of the corruption rather than determining the dimensions of the corruption only. When we look at the general findins of the study, it is seen that the deformed revenue and resource structures due to the corruption, non-developed education and health services have increased the social unhappiness and decreased the social welfare. In this study which contains a survey, it is determined that the corruption in Turkey are wide and important problem.
