30 Numaralı Atik Şikâyet Defteri (1110/ 1698) : (inceleme-metin)

Abstract

17. yüzyıl ortalarından itibaren tutulmaya başlanan Şikâyet defterleri, özellikle sosyal tarih ve hukuk tarihi alanında temel kaynak olma özelliğine sahip olmakla birlikte, tutuldukları döneme ait bürokratik işleyişi ve devletin Dîvân-ı hümâyuna iletilen dilek ve şikâyetlere nasıl yaklaştığını gösteren ana kaynaklardır. Bu çalışmada, 30 Numaralı Atik Şikâyet Defteri’nin transkripsiyonu yapılmıştır. Elde edilen bilgiler neticesinde yapılan değerlendirmede, defterin tam anlamıyla şikâyet defteri özelliği taşıdığını söylemek mümkündür. Defterin tutulduğu dönem, 4 ay gibi kısa bir zaman dilimine denk gelmesine rağmen, özellikle eşkıyalık faaliyetlerini ve devlet gelirlerinin ivedilikle tahsil ve teslimini konu alan hükümler, devletin Avusturya Seferleri sırasında içinde bulunduğu müşkül durumla örtüşmektedir. Defterin ait olduğu dönemdeki şikâyetler konusunda daha isabetli çıkarımlar yapmak için döneme ait diğer defterlerle birlikte değerlendirme yapmak gerekmektedir.

The “Complaint Books” which started to be kept from the middle of 17th century are the main sources showing the bureaucratic function of the period they hold and the state’s approach to the wishes and complaints communicated to Dîvân-ı Hümâyun, with having the feature of being the main resources especially in the field of social and law history. In this study, transcription of the old complaint book number 30 was made. It is possible to say that the book carries the characteristics of a complaint book exactly based on the information obtained. Although the period in which the book was coincided with a short period of time like 4 months, the provisions particularly concerning the activities of banditry, the urgent collection and delivery of state incomes, coincide with the State’s being under difficult conditions during the Austrian Expeditions. To make more meaningful conclusions about complaints in the period when the book belongs, it is necessary to make an evaluation together with other books that belong to the period.
