Kentsel yaşam kalitesinin belirlenmesinde kullanılan indeksler ve Türkiye

Abstract

Dünyadaki hızlı kentleşme kentlerdeki yaşam kalitesini etkili olabilmektedir. Bu sebeple, kentlerdeki yaşam kalitesinin takip edilmesi ve yaşam kalitesinin arttırılmasına yönelik politikalar belirlenmesi büyük önem taşımaktadır. Son yıllarda kentlerdeki yaşam kalitesinin nicel boyutta değerlendirmesine yönelik çalışmalarda artış gözlemlenmektedir. Türkiye için de kentlerdeki yaşam kalitesinin mevcut durumunun ortaya konması ve yaşam kalitesinin geliştirilmesi gereken noktaların belirlenmesinde kentlerin performansını değerlendiren çalışmalar geliştirmek literatüre ve yaşam kalitesine olumlu katkı sağlayabilir. Sunulan çalışmada yaşam kalitesinin belirlenmesine ilişkin çalışmaların derlenmesi, metodolojilerinin incelenmesi ve Türkiye’deki kentlerin ne ölçüde bu çalışmalar arasında yer aldığının tespit edilmesi hedeflenmiştir. Elde edilen sonuçlar ışığında, yaşam kalitesinin belirlenmesinde kullanılan çalışmaların büyük bir bölümünün belirli bir perspektiften geliştirildiği ve ölçek dışındaki kentleri kıyaslamak bir standardizasyona sahip olmadığı görülmüştür. Bu çalışmalarda Türkiye’den çoğunlukla İstanbul ve Ankara’nın yer aldığı tespit edilmiştir. Türkiye’den sınırlı sayıda kentin sınırlı indekste yer almasının temel sebebi güvenilir veriye ulaşılamaması olarak belirlenmiştir. Kentlerin yaşam kalitesinin belirlenmesinde dinamik bir süreç olduğu dikkate alınarak, bu çalışmanın, kentlerin yaşam kalitesi performansını değerlendirmeyi amaçlayanlar için bir referans olarak hizmet etmesi umulmaktadır.

Rapid urbanization in the world can affect the quality of life in cities. For this reason, it is of great importance to monitor the quality of life in cities and to determine policies to increase the quality of life. In recent years, there has been an increase in studies on the quantitative evaluation of the quality of life in cities. Developing studies evaluating the performance of cities in determining the current situation of the quality of life in cities and determining the points where the quality of life needs to be improved for Turkey can contribute positively to the literature and quality of life. In this study, it is aimed to compile studies on determining the quality of life, to examine their methodologies and to determine to what extent cities in Turkey are among these studies. In the light of the results, it was seen that most of the studies used in determining the quality of life were developed from a certain perspective and there was no standardization to compare cities outside the scale. In these studies, it has been determined that mostly Istanbul and Ankara are located from Turkey. The main reason why a limited number of cities from Turkey are included in the limited index was determined as the inaccessibility of reliable data. Considering that cities are a dynamic process in determining the quality of life, it is hoped that this study will serve as a reference for those who aim to evaluate the quality of life performance of cities.
