Türk polisinin eğitiminde sosyolojinin yeri ve önemi

Abstract

Toplumun iç ve dış güvenliği devlet tarafından karşılanır. İşte bu iç güvenliği sağlamak için oluşturulmuş olan Emniyet Teşkilatı son derece hayati bir görevi üstlenmiş bir organizasyondur. Emniyet görevlisi bir yönüyle iç güvenliği sağlamaya çalışan, diğer bir yönüyle üniforması ile halkın gözünde devletin temsilcisi olarak gördüğü bir insandır. Dış güvenliği sağlayan askerden farklılaşarak sürekli toplumla iç içe olma durumundadır. Sosyal değişimin çok hızlı yaşandığı günümüz dünyasında, değişen insan ve toplumu daha iyi tanıyabilmek, Emniyet görevlisinin toplumla iç içe özeliğinden dolayı çok daha hayati bir önem arz eder. Şayet emniyet görevlileri içinde yaşadıkları toplumu ne kadar iyi tanırlarsa halkla ilişkilerinde o ölçüde başarılı olur ve o toplumu daha huzurlu bir biçimde varlığını sürdürmesine yardımcı olurlar. Bu nedenlerden dolayı, toplumu anlamayı hedef edinen sosyal bilimler özellikle de sosyoloji emniyet mensuplarının eğitiminde önem arz etmektedir. Sosyal bilimler ve sosyolojinin İngiltere ve Almanya emniyet teşkilatlarında ne kadar öğretildiği,bunun yanı sıra eğitim yapıları kıyaslaması yapılarak alınması gereken yönler vurgulanmaya çalışılmıştır. Araştırmamız yazılı kaynakların ve resmi belgelerin tespitinde ve değerlendirilmesine dayanan dokümantasyon tekniği ile yapılmıştır. Bu yöntem uygulanırken diğer ülkelerin emniyet teşkilatı ve eğitim yapısına ulaşılmakla birlikte ders müfredatı ve içerik yapılarına yeterince kaynak olmaması nedeniyle ulaşılamamıştır .Ulaşılan kaynaklarla değerlendirmeler yapılarak Türk Emniyet Teşkilatının eğitim yapısı ve müfredatına önerilerde bulunulmuştur. Bu çerçevede Türk Emniyet Teşkilatının eğitim sisteminde Sosyal Bilimler ve Sosyolojinin konu, içerik ve uygulama açısından yetersiz öğretimin olduğu, ders müfredatı açısından sosyal yapı, sosyal hareketler, suç,şehir sosyolojilerinin daha bastığı sosyoloji dersi içeriğinin veya bu derslerin öğretilmesinin faydalı olacağı vurgulanmıştır. Bununla birlikte alt (ilk ve orta öğretimin iyileştirilmesi, alınan adayların seçiminde hassas olunması, psikiyatrik incelemeden geçirilmesi)ve üst (Polis memuru adayı eğitiminin 2 yıla çıkarılması, ders ayarlaması yapılması, teşkilattaki çalışma düzeni,ahengi,diyalogunun düzeltilmesi, maddi ve sosyal imkanlarının artırılıp cazip hale getirilmesi, cezaların caydırıcı olması v.b.) olarak teşkilat açısından bu eğitimi tamamlayacak gerekli değişimler hususunda da önerilerde bulunulmuştur.

ABSTARCT Internal and externallsafety of society is provided by the state. And the security organisation that constituted to provide the internal safety of society is an organisation which took the responsibility of an extremely important jop. A security man is e person who is seen by people that works, on one hand to provide security of people and on the ather hand owns representation of the states whit his uniform. Police is different wit his being continually inside the society, from soldier who provides the external safety of country generally. In todays world in which social change is becoming very rapidly day after day, to recognize the changing human and society has been becoming vital importance for police because of his cooperation with people all the time. If security men know very well the society in which they also live, they will be more successful at their jop and will be more helpful to people's life to keep in peaceful Because of these reasons, social sciences especially sociology which are aimed to understand society are very importand at the education of securty forces. At this study we searched that how much social sciences and sociology are being thought at the securty organisations in England an Germany. And also we tried to find out meterials and methods that we should take from foreign security organisations at those countries by comparing our security system with theirs. This search was made by the method of documentation which is based on finding out and evaluating the written sources and official documents. While we are using this method we maneged to make connection with the other countrie's securty organisations and their educational structures. But we couldn't arrived their educational plans and contents because of not having enaugh sources. As we could arrived their educational sources, we make our advises to Turkısh security organisations system . And as a result it is pointed out that Turkish Securitys educational system is not consisting out teaching social sciences and subjects and contents of sociology enough. Also putting into practise sociologic subjects is not enough. We also pointed out that it is more useful to make educationol plans which consist social structure, social activities, cirime sociology and city sociology more weighly On the ather hand substructure (primary and medium education) must be imporcved, selecting police candidates and psychological examine must be done more carefully. As a spertrucure, the education term of police must be at least two years. Lessons at police schools must be formed newly. Moral and social apportunities must be improved. Punishments must be deterrent. And necassary attemps were made to establish these changes for the police education of good quality.
