Avrupa Birliği koşulluluğu ve veto oyuncuları : yerel yönetim reformu

Abstract

Bu tez, Avrupa Birliği (AB) koşulluluğu çerçevesinde, 2002-2020 yılları arasında yerel yönetim reform süreçlerinde yaşanan kurumsal değişimi ve değişimi yönlendirici konumlarıyla veto oyuncularını incelemektedir. Veto oyuncularının statükonun değişimine, yani reform süreçlerine karşı tutumlarının hangi şartlar altında değiştiği veto oyuncuları teorisi ile, bu değişimin ne yönde ve hangi gerekçelerle gerçekleştiği ise, rasyonel tercih kurumsalcılığı perspektifinden açıklanmaktadır. Çalışmada, reform sürecindeki politika aktörlerinin tercih ve eylemleri ile, veto oyuncularının tutumları incelenirken; AB koşulluluğu ve Avrupalılaşmanın bu kurumsal değişime etkisi bağımsız değişken olarak ele alınmaktadır. Bu tezin amacı; 2002-2020 yılları arasında Türkiye’de yerel yönetim reformu sürecinde AB koşulluluğu ve uyum arasındaki ilişkide veto oyuncularına odaklanmak ve veto oyuncularının reforma karşı tutumlarındaki değişimlerin; hangi şartlar altında, ne şekilde ve hangi gerekçelerle gerçekleştiğini açıklamaktır. Bu amaçla, yerel yönetim reform sürecindeki veto oyuncuları ile yarı yapılandırılmış derinlemesine görüşmeler gerçekleştirilmiştir. Yapılan ampirik çalışmada, veto oyuncularının reforma ve AB koşulluluğuna bakış açıları ile zaman içinde neden tutum değiştirdikleri gibi sorulara yönelik çeşitli bulgular elde edilmiştir. AB koşulluluğuna ve AB’ye duyulan güvensizliğin yanı sıra, güç-iktidar ilişkileri ve üniter devlet yapısı gibi bazı konulardaki endişeler, veto oyuncularının tutumlarını belirleyen başat etkenler olarak görülmektedir. Son olarak, reform süreçlerinde “Sınırlı Avrupalılaşma” ya da “Avrupalılaşmadan Geri Gidiş” in yaşandığı dönemler olmakla birlikte; yapılan derinlemesine görüşmelerde, gerek politika yapıcıların gerekse de veto oyuncularının genel itibariyle Avrupalılaşmayı araçsallaştırdığı sonucuna ulaşılmıştır.

This dissertation studies the institutional change within the framework of European Union (EU) conditionality and the veto players, with their guiding position in this process, from the perspective of the rational choice institutionalism approach and the veto players theory. The veto players’ attitudes towards the change in the status quo, that is the under which conditions, explained by the theory of veto players, and in what direction and for what reasons this change takes place, from the perspective of rational choice institutionalism. In this dissertation, the preferences and actions of the policy actors in the reform process and the attitudes of the veto players in the position against them are examined; EU conditionality and Europeanization on this institutional change are considered as independent variables. The aim of this dissertation; focusing on the veto players in the relationship between EU conditionality and harmonization in the process of local administration reform in Turkey between 2002 and 2020 and to explain under what conditions, how and for what reasons the changes in the attitudes of veto players towards the reform took place. For this purpose, semi-structured in-depth interviews were conducted with the veto players. In the empirical study, various findings were obtained regarding questions such as the perspectives of veto players on reform and EU conditionality and why they changed their attitudes over time. The credibility of the EU conditionality and the EU, as well as power relations and the concerns about unitary state structure, are seen as the main factors determining the attitudes of veto players. Finally, although there were periods of “Limited Europeanization” and “De-Europeanization” in the reform processes, in the in-depth interviews, it was concluded that both policy makers and veto players “Instrumentalized Europeanization”.
