Abstract
Toplumu, Kent Bilgi Sistemi, Dijital Kent, e-Belediye. ÖZET Modern kent yönetiminde, yerel yönetimlerin uyguladığı politikaların sağlıklı ve doğru üretilebilmesine yönelik bir karar-destek sistemi olarak kabul edilen dijital kent uygulamalarının önemi, bilişim çağı olarak nitelendirdiğimiz 21.yy’da giderek artmaktadır. Bilgi çağının gerektirdiği kent yaşamını kolaylaştıran planlı ve programlı faaliyetlerin yürütülmesinde, yerel yönetimlere büyük görev ve sorumluluklar düşmektedir. Ülkemizde kentleşme süreci hızlı olarak geliştiği için, vatandaşın çağdaş yaşam koşullarını sağlayacak hizmeti alabilmeleri, kente ilişkin doğru ve güncel bilgilerin arşivlendiği, analiz ve sorgulamaların yapıldığı dijital kent sisteminin, kent yönetiminde önemi ve yararları vurgulanmış, bu çerçevede çalışmanın amacı belirlenmiştir. Yerel yönetimlerde bilgi teknolojilerinin kullanımıyla birlikte, dijital kent ve elektronik belediye kavramı ele alınmaktadır. Tezin uygulama bölümünde, Trabzon Belediyesi tarafından yürütülmekte olan elektronik değişim ve dönüşüm faaliyetlerinde “e-Belediye” anlayış ve uygulamaları üzerinde durulmaktadır. Bu çerçevede belediye bünyesinde yer alan Bilgi İşlem Daire Başkanlığı tarafından yürütülmekte olan çalışmalar incelenmiştir.
In modern urban management, the importance of the applications of digital cities that are accepted as decision support system towards to the policies of the local government for producing the correct and healthy decisions have been increasing in 21st century which is labeled as information age. In order to perform the planned and programmed activities that make the urban life easier as required by the information age, the great tasks and responsibilities should be performed by the municipalities and local governments. The aim of this study has been determined and its importance and the uses in urban management, have been emphasized in that frame since the urbanization process increases rapidly in the digital urban systems that archive, investigate and analyze the correct and current information in relation to the city. This study has also dealt with the concepts such as digital cities and e- municipality, along with the use of information technologies in local government. In the implementation section of this study, the application and the mission of e-municipality’s are highlighted by Trabzon Municipality based on the exchanging activities. From this point of view, the studies of e- transformation has been examined that are performed by department of IT belongs to municipality. Key Words: Network Society, Digital City, e-Municipality.
