“To be or not to be” : United Kingdom's quest for ontological security and Brexit

Abstract

Brexit Referandumu ile başlayan ve Brexit Geri Çekilme Anlaşması ile devam eden süreç, Britanya'nın rutinleri, biyografik anlatıları ve düşünümselliği üzerine inşa edilmiş varoluşçu kaygılarını gözler önüne seriyor. Shakespeare'in “Olmak ya da olmamak, işte bütün mesele bu” dediği gibi, Britanya bu varoluşçu soruyu Brexit sürecinde sormuştur. Bu tez, Britanya'nın ontolojik güven(siz)lik konusundaki endişeleri nedeniyle AB'den ayrıldığını öne sürmektedir. Britanya, AB'nin bir parçası olarak benliği tanımlamak için farklı karakterizasyonlara ve uygulamalara sahipti. AB'nin normatif yapısına dayanan anlatılar, rutinler ve eylemler Britanya'ya şu soruyu sordurdu: Britanya'nın ontolojik güvenliği var mı? Bu tez bir yandan teorik bir tartışmaya girmekte ve Uluslararası İlişkilerde ontolojik güven(siz)lik kavramının sınırlı kimlik çalışmaları yerine varoluşçuluk perspektifi üzerinden “kaygıya” odaklanılarak incelenip analiz edilebileceğini iddia etmektedir. Bu anlamda rutinler, biyografik anlatılar ve düşünümsellik kaygı kavramıyla ontolojik güven(siz)liğin temel konuları olarak ele alınmaktadır. Öte yandan bu tez, bu sorunun ve sonrasında yaşanan referandum, geri çekilme anlaşması gibi gelişmelerin kaygının bir meyvesi olduğunu göstermektedir. Ancak Brexit sonrası süreç Britanya için yeni anlatılarını, rutinlerini ve eylemlerini şekillendiren yeni ontolojik zorluklar sunuyor. Bu noktada “Britanya’nın ontolojik güvenliğine ilişkin kaygısı ontolojik güvensizliğe dönüşür mü?” sorusunu incelemektedir. Başka bir deyişle, Britanya'nın varoluşçu sorunu, ontolojik güvenlik arayışına yönelik çeşitli arayışları içeren söylemler ve içerikler ışığında tartışılmaktadır.

The process that began with Brexit Referendum and continued with Brexit Withdrawal Agreement presents Britain’s existentialist anxieties that are built on its routines, biographical narratives, and reflexivity. As Shakespeare noted “To be or not to be, that is the question”, Britain asked this existentialist question in the process of Brexit. This thesis proposes that Britain exited from the EU due to anxiety about its ontological (in)security. Britain as a part of the EU was having different characterizations and practices to describe the self. The narratives, routines and actions based on the EU’s normative structure made Britain ask this question: Does Britain have ontological security? On the one hand, this thesis makes a theoretical discussion and claims that the concept of ontological (in)security in International Relations can be examined and analyzed by focusing on existentialist stimulation “anxiety” instead of limited identity studies. In this sense, routines, biographical narratives, and reflexivity are taken as the main issues of ontological (in)security with the concept of anxiety. On the other hand, this thesis indicates that this question and follow-up developments such as referendum and withdrawal agreement were the fruit of the anxiety. However, the period of post-Brexit presents new ontological challenges for Britain that shapes its new narratives, routines, and actions. At this point, this thesis examines the question “Does Britain’s anxiety about its ontological security turn into ontological insecurity?” In other words, Britain’s existentialist question is discussed in the light of discourse and contents that involves various quests to look for ontological security.
