Publication: Bir dış politika söylem analizi örneği : AK parti dönemi İran-Türkiye ilişkileri (2002-2020)
Abstract
ÖZBİR DIŞ POLİTİKA SÖYLEM ANALİZİ ÖRNEĞİ: AK PARTİ DÖNEMİ İRAN-TÜRKİYE İLİŞKİLERİ (2002-2020)Türkiye ve İran, bölgenin iki eski medeniyeti ve güçlü devletlerin olduğun için Orta Doğu siyasetinin önemli aktörleri kabul edilmektedir. İkili ilişkiler siyasal ve tarihsel boyutlarıyla her ne kadar ele alınmış olsa da, söylem analizi açısından yeterince irdelenmemiştir. Bu çalışma, AK Parti dönemini temel alarak İran-Türkiye ilişkilerini söylem analizine tabi tutmuştur. Post-yapısalcı söylem analizi çerçevesinde ve Michel Foucault’ya ait iktidar/ bilgi ilişkisi ve de söylemin soykütüğü ve kazı bilimi kavramlarına dayandırılarak ikili ilişkiler ele alınmıştır. Bu kapsamda, Türkiye’de vuku bulan gelişmelerin İran’da algılanması ve metin vasıtasıyla yayınlara, siyasi demeçler ve bildirilere yansımasına ilişkin söylem analizi yapılmıştır. Soykütüğü ve kazı bilimi ışığında söylem analizinde İran’ın özellikle Devrim sonrası söylemleri incelenmiştir ve araştırmanın kapsamına denk gelen söylemlerin üst anlatıları ele alınmıştır. Araştırmanın varsayımları olarak İran’ın dış politika algı düzleminin İrancılık ve Şiilik temellerine dayalı olduğu ileri sürülmüştür. Buna istinaden, söz konusu iki kavramsal çerçeve detaylı olarak incelenmiştir. AK Parti döneminde vuku bulan olaylar ve geliştirilen politikalar yedi farklı kategoride ele alınarak söylem analizi çerçevesinde yapılan açıklamaların, eleştirel ya da onay verici olduğuna dair tespit yapılmıştır. Araştırmanın sonucu olarak, ikili ilişkilerin jeopolitik ve demografik gerçekler ile millî çıkarlara bağlı olduğu tespit edilmiştir. Bu bağlamda, Suriye meselesi söylem olarak en gergin ve eleştirel yaklaşımları beraberinde getirirken, pragmatizme dayalı ekonomik karşılıklı bağımlılık, söylem yumuşamasına her zaman zemin hazırlamıştır. Ayrıca AK Parti’nin İslami değerlere sahip çıkması, partinin kuruluş yıllarında olumlu karşılanırken, Arap Baharı ve Suriye iç savaşının ikili ilişkilerin her boyutta gerginleşmesine sebep olduğu tespit edilmiştir.
ABSTRACTAs two countries being the most powerful entities enjoying the historical civilizational background, Turkey and Iran are regarded as the main actors in Middle East politics. Despite the fact that Turkish-Iranian relations have been analyzed in terms of history and politics, these relations have not been analyzed through discourse analysis adequately. Having the Justice and Development Party era as its scope of analysis, this study aims at contemplating Iran-Turkey relations in terms of discourse analysis. Based on post-structural discourse analysis and Michel Foucault’s power/ knowledge equilibrium as well as archeology of knowledge and genealogy concepts, bilateral relations have been investigated. In this context the way the developments in Turkey have been conceptualized and mirrored through academic journalism as well as political statements in Iran has been probed through political discourse analysis. To practice critical discourse analysis under the light of Archeology and Genealogy, the political discourses of post Revolution Iran have been looked through and the meta narratives of the periods in question have been investigated. As hypothesis of the investigation, Iranian foreign policy conceptualization system is based on Iranism and Shiism, accordingly two conceptual frameworks have been analyzed thoroughly. The developments having happened in Justice and Development party era have been categorized in seven parts and as required by discourse analysis, it has been decided whether the asserted discourses are challenging or confirming. As findings of the study, it has been proven that the bilateral relations are subject of geopolitic and demographic realities and national interests. In this respect while Syrian crisis has caused the most challenging and critical discourses, pragmatism-based economic interdependency has always led to softening of discourses. Also, while the fact that Justice and Development party has roots in Islamic traditions has been welcomed in initial years, Arab Spring and Syrian crisis have led to deterioration of bilateral relations in all aspects
