Yemen iç savaşı'nın jeopolitik ve bölgesel etkileri

Abstract

ÖZETÖzellikle Birinci Dünya Savaşı’nın sona ermesiyle birlikte siyasi birliğini sağlamaya çalışan Yemen’de yaşanan egemenlik mücadelesi, ülkede siyasi düzenin sağlanmasını engellemiştir. Bu mücadelenin yanına mezhepsel farklılıkların ön plana çıkarılması ve imamet rejiminin kurulma çabaları, aşiretler arası sürtüşmeler, halkın sosyoekonomik durumunun kötüye gitmesi gibi unsurların da eklenmesiyle ülke şiddetli bir iç savaşın yaşandığı bir bölge haline gelmiştir. Arap ülkelerini etkisi altına alan Arap Baharı’nın etkisiyle ülkede yaşanan gelişmeler ülkedeki iç savaş durumunun ülke geneline yayılmasına neden olmuş ve ülkeyi yıkıma götürmüştür. İç savaşın yayılmasıyla birlikte içinden çıkılamaz hale gelen durum bölge ülkelerini de etkilemeye başlamıştır. Suudi Arabistan, Birleşik Arap Emirlikleri ve İran gibi bölgesel aktörlerin ülkede güç mücadelesine tutuşması iç savaş durumunun içinden çıkılmaz bir hale dönüşmesine neden olarak sorunun bölgesel bir probleme dönüşmesine yol açmıştır. Ülkede ve bölgede yaşanan bu gelişmeler neticesinde bölge ülkeleri uyguladıkları politikalarda değişime gitmişlerdir. Yaşanan bu politika değişimleri ise bölgenin jeopolitik önemini arttırarak bölgesel ve küresel güç unsurlarının burayı gözlerine kestirmelerine yol açmıştır.Yemen’deki iç savaş durumunun anlatıldığı bu çalışmada ülkedeki iç savaşı ortaya çıkaran etmenler, iç savaş durumunda etkin olan aktörler, ülkedeki mevcut durum, iç savaş durumunun bölgesel, jeopolitik etkilerinin sonuçları ile ülkedeki durumun sonlanması için yapılabilecekler hakkında bilgi vermektedir.

ABSTRACTThe struggle for sovereignty has prevented the establishment of political order in Yemen, a country that has been trying to secure its political unity since the aftermath of the First World War. With the addition of elements such as the rising prominence of denominational difference and efforts to establish an imamete regime, conflicts between tribes, and the deteriorating socio-economic status of the people; the country has become a region where a violent çivil war is taking place. With the influence of the Arab Spring, which took the Arab countries by storm, the developments in the country caused the civil war to spread throughout the country and brought it to devastation. With the spread of the civil war, this inextricable situation started to affet the other countries of the region. The fact that regional actors such as Saudi Arabia, United Arab Emirates and Iran were caugt up in a power struggle in the country made the Civil War inextricable and the country, the countries in the region started making changes in their policies. These changes in policies increased the geopolitical importance of the region and attracted regional and global forces.This study, wich discusses the state of Civil War in Yemen, explains the factors that caused the Civil War in the country, actors playing a role in the Civil War, the current state of the country, the regional and geopolitical consequences of the Civil War, and solutions that can be implemented to put an end the current situation in the country.
