Yerel yönetimlerde sivil toplum algısı-İstanbul örneği

Abstract

Bu çalışmada önemi gün geçtikçe artan ve hissedilen, “Sivil Toplum” ve “Sivil Toplum Kuruluşları”nın; “Yerel Yönetimlerce” nasıl algılandığına, bu algının sosyal projelere etkisine ve yerel yönetimlerin güçlendirilmesinde oynadığı aktif role dikkat çekmeye ve mevcut durumun tespitine çalışıldı. İlk bölümde kuramsal arka plan çerçevesinde; Batı kaynaklı sivil toplum kavramının nasıl bir süreç izlediğini, kavrama atfedilen anlamların ve niteliklerin neler olduğunu Antik Yunandan günümüze kadar ulaşan tarihsel bir kronolojiyle irdelenmiş, modern sivil toplum anlayışı, ülkemizde bu kavramın tarihsel süreci, yerel yönetimlerin tanımı ve Kent Konseyleri anlatılmıştır. İkinci bölümde Metodoloji ve Araştırma Tasarımı, Üçüncü bölümde araştırmanın sonucunda elde edilen bulgulara, dördüncü ve son bölümde ise sonuç, değerlendirme ve bulguların yorumlarına, çıkan sonuçlara ve çözüm önerilerine yer verilmiştir. In this study, the importance of increasing day by day and felt, “Civil Society” and “Civil Society Organizations”; “Local Governments” how perceived, this perception of social projects in the effect of local governments and strengthening played active role to draw attention to the current situation, where the determination of the were studied. In the first part, the theoretical background within the framework of the Western origin of the civil society of the concept of how a process followed by the grip, attributed to the meanings and qualifications of what is happening On the Ancient to the present day, reaching a historical chronology studied, the modern concept of civil society, in our country, that the concept of the historical process, the local authorities of City Councils, have been discussed. In the second part of the Methodology and Research Design, and the Third part of the study the findings of the fourth and last section is the result of the evaluation and findings of the comments, the resulting conclusions and proposals for a solution are given.
