Ö.In the Turkish public sector, official policy, and practice on the transfer of digital records to the Turkish State Archives has yet to be implemented, and the consequences of this have yet to be fully identified or comprehended. As such there is a need for research and recommendations on this problem. The purpose of this study is to provide a situational analysis of the transfer process of born-digital records to the national archives in Türkiye, by identifying the challenges faced in the digital transfer process, with the aim of raising awareness among public bodies. The survey method was used to collect data about the digital transfer process in Türkiye. A total of 120 public bodies participated in the survey. The originality value of this study can be said to be significant as of the target population, 120 Turkish public sector bodies were surveyed to determine their challenges and level of awareness regarding the born-digital transfer process. In addition to the high number of Turkish public bodies surveyed, this is the first study of its kind in Türkiye on digital transfer and its processes. The findings of the research revealed that public bodies in Türkiye are not currently ready for digital transfer. The findings also highlighted that the legal and technical infrastructure required for digital transfer in the public sector was inadequate. The research findings also concluded that staff working in the public sector require training in the processes related to the transfer of digital records. IstanbulThe digital age, also called the information age, has influenced our lives as it is an era where technology and its use is emphasised. The effect of the technological age has been witnessed in many fields including education, culture and management. One of these areas is undoubtedly Information and Records Management. The changes in the digital age, have also impacted on, and changed the way records are created, and the way in which they are used. There has been a transition from paper medium based information and records managed with traditional methods to digital information information, where born records are produced in digital media. Generally speaking, internationally, there is an awareness of the processes relating to the transfer of digital records to the archive, and also an awareness of its difficulties. A review of the literature on the subject reveals that research globally on the subject is underway. In Turkey, there are processes and standards for the management of digital records, however the absence of a road map or formal government policy on certain areas such as digital transfer, restricts the work on this issue. Within this framework, the objectives of this study are as follows; to provide a situational analysis of information management in Turkey in the digital age, to identify the challenges faced by the Turkish public sector in terms of digital information management, to reveal the methods followed in the digital apprasial, selection and transfer, digital continuity and long-term preservation of digital records in institutions, to raise awareness of institutions on the transfer of digital records to the national archive in Turkey and to develop a pattern (mindmap) of corporate information management processes of digital records in Turkey.Processes relating to born-digital records in the Turkish public sector that provide guidance on how to transfer digital records to the archives, do not exist. The problem statement of the study at hand is, \"Turkish public sector organisations lack the desired level of awareness, technical and legal infrasturcture for the implementation of processes for digital information and records management leading to digital transfer \". The basic hypothesis of the research of the study is; \"To determine whether Turkish public sector organisations lack the desired level of awareness, technical and legal infrasturcture for IXthe implementation of processes for digital information and records management leading to digital transfer \". These processes mentioned above (which also include digital apprasial, selection and transfer) are required not only for the transfer of born-digital records to the archives, but also for effective and efficient corporate information management. To ensure the availability of information when requested, to know if it is sensitive or not, to know which file formats used are sustainable, etc are all related to effective information management processes. The failure of one of these processes will surely impact on others, too.The scope of the research comprises of obtaining authentic data from various Turkish sector public bodies that will render the data obtained during the research meaningful and reliable and the institutions that cooperate as external stakeholders included in the 2020-2024 strategic plan published by the Presidency of State Archives. A survey was conducted with the relevant institutions.This thesis will be the first of its kind in Turkey that focuses on born-digital records within the context of digital information management processes. In Turkey, the technical infrastructure on the subject is not at the desired level. In addition, there is a lack of awareness about this issue amongst staff working in the public sector. With the completion of the relevant work, a comprehensive resource in the field will become available. Araştırma kurumları olan üniversiteler, bünyelerinde oluşturulan her türlü akademik veriyi kendi kurumsal akademik arşivlerine eklemektedirler. Bu çalışmada, Türkiye’deki üniversitelerin kurumsal akademik arşivlerinin sahip oldukları politika, yönerge, kullandıkları yazılımlar, ulusal ve uluslararası platformlara üyelikleri ile ilgili durumlarının incelenmesi amaçlanmaktadır. Aynı zamanda üniversitelerin kurumsal akademik arşiv oluşturma aşamasında özel hizmet alımı durumları incelenmiştir. Çalışmada betimleme yöntemi kullanılmıştır. İlk olarak Türkiye’deki tüm üniversiteleri içeren bir veri seti Excel sayfası aracılığı ile oluşturulmuştur. Çalışma sırasında kurumsal akademik arşivlerin web sayfaları, TÜBİTAK Harman, OpenDOAR, OpenAIRE, ROARMAP sayfaları incelenmiş ve bulunan bilgiler veri havuzuna aktarılmıştır. Çalışma sonucunda üniversitelerin büyük bir kısmının kurumsal akademik arşive sahip olduğu bulgusuna erişilmiştir. Ayrıca bu çalışmada, üniversitelerin yarısından fazlasının kurumsal akademik arşiv politikaları ve yönergeleri olduğu sonucu dikkat çekmektedir. Universities, which are research institutions, add all kinds of academic data created within their bodies to their academic institutional repositories. This study aims to examine Turkey’s Academic Institutional Repositories according to their policies, procedures, softwares and their memberships to the national and international platforms. At the same time this study also examines the Universities according to the status of a service provider in the process of creating an academic institutional repository. In this study the descriptive method was used. A dataset in excel includes all the universities in Turkey was created as a first step. Within the study, the web pages of academic institutional repositories, harvesting pages such as TUBITAK Harman, OpenDOAR, OpenAIRE, ROARMAP were examined; and the information found was transferred to the dataset. As a result of this study, it was found that most of the universities have their own academic institutional repositories. Also in this study, it draws attention that more than half of the universities have institutional academic archive policies and procedures. As a result of the study, suggestions were made regarding academic institutional repositories. Bu çalışmanın amacı, ODTÜMD (Orta Doğu Teknik Üniversitesi Mezunlar Derneği) Edebiyat Kulübü’nün, üyelerin sosyal, kültürel, ruhsal, entelektüel yaşamları, kişisel gelişim ve dil-iletişim becerileri ile okuma kültürleri/alışkanlıkları üzerindeki etkilerini ortaya koymaktır. Bu amaç çerçevesinde betimleme yöntemi ile gerçekleştirilen çalışmada halen çalışmalarını etkin biçimde sürdüren ODTÜMD Edebiyat Kulübü’nün 142 üyesine anket uygulanmıştır. Bu kapsamda Türkiye’de derme geliştirme süreçlerine dayanak olan Yayın Seçme Yönetmeliği’nin de değerlendirilmesi amaçlanmıştır. Araştırmada betimleme yöntemi ve anket tekniği kullanılmıştır. Verilerin değerlendirilmesinde SPSS 18 programından yararlanılmıştır. Verilerin analizinde yüzdelik değerler, sıklık ve Ki-kare istatistik hesapları kullanılmıştır.
