İstanbul’da sosyal belediyecilik uygulamaları: Beşiktaş Belediyesi örneği

Abstract

Yerel Yönetimler; demokrasinin var olduğu, vatandaşların seçme ve seçilme sürecine katıldığı, ihtiyaç-çözüm odaklı bakış ile kamu hizmeti oluşturan tüzel yapılardır. Halkın Devleti tanımaya, kavramaya ve yorumlamaya başladığı giriş noktasıdır bu yapılar. Dünyadaki siyasi, ekonomik ve toplumsal gelişmeler yönetim alanında ciddi değişikliklere sebep olmuştur. Bu değişikliklere bakıldığında insan odaklı bakışın öne çıktığını görmekteyiz. Kamusal manada yereli en iyi bile yerlilerdir anlayışı ile Yerel ile merkez arasında fonksiyonel bir devir olmuştur. Bu devir ile insan ihtiyaçlarını gidermeye yönelik hizmetler üretilmeye başlanmış ve Sosyal Politika kavramı ortaya çıkmıştır. Beş bölümden oluşan bu çalışmada; Giriş olarak tez çalışması boyunca yapılacaklara kısaca değinilmiş, İkinci bölümde Yerel Yönetimlerin kavramsal çerçevesi açıklanmış, Üçüncü bölümde sosyal politikalar ve sosyal belediyecilik nedir ve kapsamı nelerdir anlatılıp son bölümde ise alan araştırması olan Beşiktaş Belediyesinin sosyal Belediyecilik uygulamaları incelenip açıklanmıştır. Beşinci ve son bölüm tezin sonucudur.

Local governments; are legal entities in which democracy exists, citizents participate in the selection process and which do public service with a need- solution focused perspective. This structure is the starting point for the people to begin to define, conceptualize and interpret the state.Political, economic and social developments in the world have led to serious changes in management. looking at these changes, we see that the human-focused view comes to the forefront in the public sense, with the understanding that the locals know the local best, there has been a functional period between the local and the center; services have been started to be made to take care of human needs with this period and the concept of social policy has emerged.İn this study consisting of fifth parts, as an introduction, things to do during the thesis work have been briefly mentioned. İn the second chapter, the conceptual framework of local governments has been explained. In the third chapter, what are social policies and social municipalism and what are their frameworks have been explained, and in the last part, social municipality applications of Beşiktaş municipality, which is the field research, have been examined and explained. Fifth and last chapter is the result of the thesis.
