Publication: KALKINMA AJANSLARININ İŞLEVSELLİĞİ ÜZERİNE BİR DEĞERLENDİRME VE MODEL ÖNERİSİ
Abstract
Bu çalışmada kamu yönetimine özgü yapılan reformlar bağlamında yakın zamanda devreye sokulan Kalkınma Ajansları'nın işlevselliği üzerine bir analiz yapılmıştır. Bu çalışma, kalkınma ajanslarının planlamanın denetimi üzerinden işlevselliğini kapsamakta olup, amacı; merkez ile yerelde bulunan kurum ve kuruluşlar arasında Kalkınma Ajansları'nın fonksiyonelliğini inceleyerek bir model önerisi geliştirmektir. Çalışmada merkezi yönetimin yanında, yerel ölçek düzeyinde İstanbul Büyükşehir Belediyesi'nin (İBB) 2014-2019 gelecek öngörüleri içerik analizi yöntemi ile mukayeseli olarak incelenip, ortaya çıkan sorunların çözümüne yönelik Kalkınma Ajansları'nın işlevselliği üzerine oturan yoruma dayalı kurgusal bir yöntem izlenmiştir. İnceleme sonucunda İBB'nin gelecek öngörülerinin merkez ve bölgesel kurum/kuruluşların öngörüleri ile bütünlük arz etmediği sonucuna varılmıştır. Burada yereldeki kuruluşların gelecek öngörüleri ile merkez ve bölgesel kuruluşların öngörülerin bütünlüğünü sağlamaya dönük güçlü bir sitemin kurgulanmadığı iddia edilebilir. Böylece merkez-yerel ikileminde Kalkınma Ajansları'nın hizmet verdiği coğrafyada faaliyet gösteren kurum ve kuruluşların öngörülerini bütünleştirmeye yönelik bir model önerisi geliştirilmiştir
In this study, an analysis of the functionality of the Development Agencies, which are introduced recently within the context of public administration reforms, is conducted. This study encompasses the functionality of the development agencies in terms of inspection of planning. The purpose of this study is; to examine the functionality of the Development Agencies between the local and central institutions and to suggest a model afterwards. Apart from central administration, this study also comparatively examines the future projections of Istanbul Metropolitan Municipality (IMM) for the period of 2014-2019 by utilizing the content analysis method, and tries to apply a hermeneutical and fictional method to define the functionality of the Development Agencies within the framework of their contributions to the problems emerged. As a result of these examinations, it is concluded that the future projections of the central and local institutions / organizations don't constitute an integrity with the future projections of IMM. It can be claimed that there is a lack of a powerful system that can inspect the integrity of the central and local institutions' future projections. Based on the data obtained, in order to constitute an integration between local and central institutions, a model is suggested
