Publication: Türkiye’de Belediye Başkanı Olmak: Sınırlar,Stratejiler ve Meşruiyet
Abstract
Bu makale, farklı dönemlerde farklı siyasi partilerden seçilmiş belediye başkanlarınınotobiyografi, anı ve söyleşi kitaplarından yola çıkarak belediye başkanlarının kararalma süreçlerini şekillendirme potansiyeline sahip yerel ve yerel üstü aktörlerle olan etkileşiminitartışmaktadır. Belediye başkanları, merkezi yönetimlerden, yerel düzeyde etkiliolan çeşitli çıkar gruplarından gelen talep ve beklentileri karşılamaya ve bu aktörlerlekarar alma süreçlerini müzakere etmeye çalışırlar. Ayrıca, belediye başkanları mensububulundukları siyasi partilerin yerel teşkilatlarıyla da gerilimli ilişkiler içindedir. Bu çalışma,1960 sonrası Türkiye’sindeki belediyelerin işleyişini ve bu işleyişteki devamlılıklarıve bu bağlamda belediye başkanlarının yerel siyasetteki etki ve gücünü kurumsal-yasalçerçevenin ötesine odaklanarak analiz etmektedir
This article, which is based on autobiographies, memories of mayors elected in different periods from different political parties, will discuss the relationship between mayors and local as well as national actors in decision making process and its impacts on the dynamics of urban politics. Mayors attempt to meet expectations and demands from actors such as central government and interests groups at the local level and to negotiate decision-making process with these actors. Moreover, mayors could have tense relationship with local organization of their political parties. This article analyzes the continuities in the function of the municipalities in Turkey since 1960s and the power of the mayors in the local decision making process by going beyond the institutional-legal framework.
