Abstract
Osmanlı modernleşmesinin düşünsel zeminindeki ana eksen, devleti algılamada temel bir değişikliğe işaret etmektedir. Batı kaynaklı temel siyasi metinlerin Osmanlı Türkçesine tercümelerinde bu algı değişimi açıkça görülür. Avrupa’daki ulus-devlet dönüşümünü iyi değerlendiren Osmanlı aydınlarının, Batı’daki siyasal dokuyu değiştiren önemli eserleri tercümeler yoluyla aktarmaları, zamanlama açısından da dikkat çekmektedir. Osmanlı-Türkçesine oldukça geç bir tarihte çevrilen “Il Prince”in tercümesinin üzerinden tam yüz yıl geçti. Güçlünün tahakkümündeki uluslar arası hukuka hapsolunan bir iradenin diriliş döneminde; meşruiyet ve hikmet-i hükümet ilkesini tam da Batılı anlamıyla açıklayan Machiavelli’nin “Hükümdar”ı, Osmanlı İmparatorluğu’nun günbatımında yayınlanmıştır.Bu çalışmada, Mehmet Şerif Paşa tarafından yapılan, İstanbul’da 1919 tarihinde yayınlanan, Machiavelli’nin; nahoş anılan ama eskimeyen eseri “Hükümdar”ın (Il Prince) tercümesi incelenmiştir.
The main axis of the intellectual basis of Ottoman modernization points to a fundamental change in the perception of the state. This change of perception is clearly seen in the translation of the main political texts of Western origin into Ottoman Turkish. The translation of important works that changed the political fabric in the West, by the Ottoman intellectuals who made good use of the nation-state transformation in Europe, were also remarkable in terms of timing. A hundred years have passed since the translation of “Il Prince”, which was translated into Ottoman-Turkish at a very late date. In the resurrection of a will that is imprisoned in the international law under the domination of the strong, Machiavelli’s “Prince”, which explains the principle of legitimacy and reason of state in a Western sense, was published in the sunset of the Ottoman Empire._x000D_ In this study, the translation of Machiavelli’s notorious but ageless work “Il Prince” which was published by Mehmet Sherif Pasha in 1919 in Istanbul was examined._x000D_
