Publication: Kamu politikalarının belirlenmesinde sivil toplum kuruluşlarının etkisi ve rolü
Abstract
ÖzetKamu politikalarının belirlenmesinde etkisi olan aktörler küreselleşme ile tarihsel süreçte değişmekte,etkisi devam eden aktörlerin ise etki düzeyinde farklılıklar olmaktadır. Hâlihazırda kamu politikalarının belirlenmesinde etkili olan aktörler incelendiğinde en temel aktörün siyasi iktidarlar olduğu görülmektedir. Siyasal iktidarların fikirlerinin oluşmasında etkili olan ve siyasi iktidarları talepleri ile yönlendiren ise hükümet dışı ve modern topluluklardır. Siyaset üstü ve ekonomik kaygılardan uzak söz konusu bu toplulukların oluşmasında, bireylerin siyasi hayata daha aktif katılmayı talep etmelerinin yanı sıra tek başlarına yeterli etkiyi doğuramayacaklarını fark etmeleri etkili olmuştur. Bu örgütlenmeler demokratik ve modern toplumlarda ülke politikalarının belirlenmesi hususunda oldukça etkili bir rol üstlenmiştir.Hedeflenen kamu politikalarının güçlü, etkin ve çözüm odaklı olması için toplumsal sorunlarının ve dış politikaya yönelik hamlelerin doğru tespit edilmesi gerekmektedir. Bunun gerçekleşebilmesi söz konusu toplumsal örgütlenmelerin desteğiyle sorunları yaşayan paydaşların sürece dâhil edilmesi ile mümkündür. Bu kapsamda sivil toplum kuruluşları toplumun ihtiyaçlarını yakından gözleyerek analiz edip yönetici sisteme iletmede aracı rol üstlenebilmektedir. Böylelikle siyasi açıdan yönetim sistemlerinin temsilciliklerinde söz sahibi olarak aktif bir siyaset aktörü haline gelebilmektedir. Sivil toplum kuruluşları bu işlevleri ile kamu politikalarının belirlenmesinde bir çeşit rehber, geliştirici ve yönlendirici rol üstlenmektedir. Ancak politika belirleme sürecinin uzun ve çok boyutlu olması nedeni ile tek bir aktörden ziyade birçok aktör mevcut olup bu aktörler arasında da süregelen bir rekabet bulunmaktadır.Bu çalışmanın amacı, bir ülkenin yönetimi açısından önemli olan sivil toplum kuruluşlarının kamu politikalarının belirlenmesi üzerindeki etki düzeyini belirlemek ve etki düzeyi üzerinde belirleyici olan faktörleri ortaya koymak amacıyla Türkiye özelinde bir araştırma yapmaktır. Araştırmanın temel ve ayırt edici özelliği ise konuyu ağırlıklı olarak sivil toplum kuruluşları perspektifinden ele almasıdır.
Today’s political systems have an important role in determining public policies. Actors that have an impact on the determination of public policies change in the historical process with globalization, and there are differences in the level of influence of the actors whose influence continues. When the actors that are effective in the determination of public policies are examined, it is seen that the main actor is political powers. Non-governmental and modern communities that play an important role in the formation of the ideas of political powers and direct their demands and political powers. The formation of these communities, which are far from political and economic concerns, was influenced by the fact that individuals demanded more active participation in political life and realized that they could not have sufficient effect on their own. These organizations played a main role in determining the policies of the country in democratic and modern societies.In order for the targeted public policies to be strong, effective and solution-oriented, the problems of the society and the moves towards the foreign policy must be identified correctly. The realization of this is possible by involving the stakeholders who have problems with the support of these social organizations. In this context, non-governmental organizations can play an intermediary role in analyzing the needs of the society and transmitting them to the management system. In this way, they can become an active political actor by having a say in the representation of political management systems. With these functions, non-governmental organizations play a kind of guiding, developing and directive role in determining public policies. However, because the policy-making process is long and multidimensional, there are many actors rather than a single actor, and there is ongoing competition between them.The aim of this study is to determine the level of influence of non-governmental organizations on the determination of public policies and to determine the factors affecting the level of influence. The main and distinctive feature of the research is that it deals with the issue from the perspective of nongovernmental organizations.
