Sieyès Hala Yaşıyor mu?

Abstract

Fransız Devrimi sürecinde halk sınıfları arasındaki eşitsizlik, Sieyès'in "Qu-estce que le Tiers état?" (Üçüncü Sınıf Nedir?) adlı eserinin ana konusunu oluşturmaktadır. Bu eserde Sieyès'in "ortak bir yasa ve ortak bir temsil; işte bir ulusu oluşturanlar" şeklindeki ifadesi, bir ulusu meydana getiren basitçe açıklamaktadır. Bu açıklamadan çıkan sonuç ise, herhangi bir ırk, dil veya kültür bağının yer almadığı bir ulus tanımının yapılabilecek olmasıdır. Ulus tanımının yanı sıra Sieyès, temsili hükümet, kurucu iktidar, ulus iradesi gibi bir çok kavrama ilişkin olarak kendi görüşlerini ortaya koyabilmiştir. Fransız Devrimi ile başladığı kabul edilen ulus-devlet çağı, günümüzde özellikle küreselleşmeyle birlikte çeşitli değişimlere uğramaktadır. Ulus-devlet ve dolayısıyla ulusun da uğradığı bu değişimlere karşın, Sieyès'in "Qu-est-ce que le Tiers état?" eserinde yaptığı tanımlar ulus-devletleri ve ulusu koruyabilmek için bir formül olarak düşünülmeli midir?

Inequality between the commoners in the process of French Revolution, is the main subject of Sieyès's "Qu-est-ce que le Tiers état?» (What is the Third State?). In this work of Sieyès "a common law and a common representation, that build a nation" as the phrase is simply to describe the elements that make up a nation. A consequence of this explanation, it is possible to describe a nation regardless of race, language or culture. As well as the definition of nation, Sieyès could express his opinions about the definitons of representative government, constituent power and the will of the nation. Nation-state era began with the French Revolution, is undergoing several changes today, especially with globalization. Should definitions in "Qu-est-ce que le Tiers état?" by Sieyès be considered as a formula to protect the nation in spite of the nation state and the changes that it has been faced?
