Publication: Avrupa birliği'nin kürt sorunundaki kamu diplomasisi
Abstract
Bu makalede, Avrupa Birliği ekseninde tarihsel bir derinlikle Türkiye- de yaratılan Kürt sorununun kamu diplomasisi açısından analizi yapıl- mıştır. Konunun Avrupalılar tarafından ele alınış şekli, kamu diplomasile- rinde kullanılan insan hakları, demokratikleşme gibi yumuşak güç unsur- ları ve azınlıklar bağlamında alınan kararlar, özelde Avrupa Parlamento- sunun tutumu irdelenmiştir. Avrupa Birliğinin politikalarının şekillenme- sinde itici bir rol oynayan ve Türkiye için yaygın olarak iddia edilenin ak- sine, artık kararlarının tavsiye niteliğinden öte anlamları ve dolaylı yollar- dan bağlayıcılığı olan Avrupa Parlamentosunun konuyla ilgili aldığı bazı kararların günümüze nasıl ışık tuttuğu ve olayların rotasını çizdiği belge- ler üzerinden okuyucunun dikkatine sunulmuştur. Avrupa Birliği, Kürt so- rununda tarihsel süreç içinde ele alındığında uzun vadeye yayılmış ve sistematik bir kamu diplomasisi stratejisi izlediği görünümü vermektedir. Türkiyeye yönelik talep ve beklentilerini, zamana yayan ve uygun şartla- rın oluşmasını bekleyen Avrupa Birliği için, öncelikli sorunlar konjonktürel olarak farklılaşabilmektedir. Nitekim, Avrupa Birliği için Kürt sorunu da bu bağlamda ele alınmıştır. Tarihi ve bilimsel kanıtlardan anlaşıldığı üze- re, siyasi Kürtçülük adım adım ve her türlü vasıta kullanılarak Türkiye- nin iç ve dış politikasının gündemine girmiş ve burada önemli bir yer işgal etmiş bulunmaktadır.
In this article, European Union s public diplomacy on created Kurdish issue for Turkey was analyzed in historical depth. It was examined how the Europeans handled the Kurdish questions and used in the public dip- lomacy of human rights and democratization as soft power elements. It was evaluated the decisions in particular imposed on human rights and minorities, especially the resolutions passed by the European Parliament. In contrast to common claim in Turkey, decisions of the European Parlia- ment for Turkey now mean beyond the meaning of recommendation and indirect binding, have been analyzed within the documents. All of which are presented to the attention of the reader in this study. Taken in histori- cal perspective, it is viewed that European Union preferred to follow a systematic and spread over the long-term public diplomacy strategy on Kurdish issue. The EU demands and expectations towards Turkey are differed by the time and the appropriate conditions. Thus, Kurdish issue was discussed in this context by public diplomacy of the European Union. In the light of scientific and historical evidences, it is obvious that with step-by-step and using various channels, the Kurdish issue has once again entered Turkey s foreign and domestic policy agenda, and occupied an importance place there.
