AVRUPA BİRLİĞİ'NDE UZUN DÖNEMLİ İŞSİZLİK SORUNU

Abstract

1990lardan itibaren Avrupa Birliği; yaşanan ekonomik ve sosyal sorunları sadece küreselleşme, teknolojik gelişmeler, verime dayalı istihdamsız büyüme ve dışsal rekabete bağlamaktan vazgeçerek, uzun dönemli işsizlik başta olmak üzere işgücü piyasasının yapısal sorunlarının Birlik içerisinde yüksek koordinasyon ve uyumlaştırılmış politikalarla çözümlenmesi amacıyla Avrupa İstihdam Stratejisini hayata geçirmiştir. İşgücü piyasasının dezavantajlı gruplarına yönelik uygulamaların önem kazandığı günümüzde, uzun dönemli işsizlik tüm bu grupların ortak bir sorunudur. Uzun dönemli işsizlik bireysel, toplumsal ve mali konularda ortaya koyduğu olumsuz görüntüyle çok boyutlu bir sorun özelliği taşımaktadır. Bu çalışmada öncelikli olarak, işsizlik ve uzun dönemli işsizlikle mücadelede Avrupa Birliğinin yol haritası kısaca değerlendirilecektir. Ayrıca 2008 mali krizi öncesi ve sonrasında uzun dönemli işsizlik sorunu rakamsal verilerle analiz edilerek, çözüm yolları tartışılacaktır.

From the 1990s, the European Union gave up relating the economic and social problems with only globalization, technological advances, growth without employment resulting from productivity and external competition and launched the European Employment Strategy with the aim of solution for the structural problems of the labor market at Union, espacially the long- term unemployment, by high coordination and harmonized policies within the Union. As the implications for disadvantaged groups in the labor market gained importance in today s World, long-term unemployment is a common problem for all these groups. Long-term unemployment is a multi dimensional problem whit it s negative image revealed on individual, social and financial issues. This study primarly aims to make a brief assessment for the roadmap of European Union in the struggle against unemployment and long-term unemp- loyment. Moreover, before and after the 2008 financial crisis, the long-term unemployment problem shall be analyzed with quantitative data and solutions shall be discussed.
