AVRUPA BİRLİĞİ EĞİTİM POLİTİKALARI VE TÜRK EĞİTİM SİSTEMİNİN DEĞERLENDİRİLMESİ

Abstract

Özet: Bu çalışma, Avrupa Birliğine giriş sürecinde olan Türkiyenin Avrupa Birliği müktesebatı gereği üye ve aday ülkeler arasında uygulanan eğitim politikalarını irdelemek ve Türkiyenin eğitim sorunlarını AB eğitim politikaları çerçevesinde değerlendirmektir. Bu çalışmada özellikle Türkiyenin ABye uyum sürecinde izlediği eğitim politikaları literatür çalışmasına dayalı olarak ele alınmış ve bu alanda yapılan çalışmalar değerlendirilmiştir. Yirmi yedi Avrupa ülkesinden oluşan AB Avrupa Birliği birçok konuda olduğu gibi eğitim alanında da ciddi reformlar gerçekleştirmiştir. Özellikle eğitim yönetimi ve eğitim sistemine getirdikleri yenilikler oldukça dikkat çekmektedir. Türkiye AB Birliğine katılım sürecinde özellikle eğitim reformları alanında da bazı çalışmalar gerçekleştirmiştir. AB ve Türkiye arasında gerçekleştirilen bu çalışmalar eğitimde yeniliklerin yaşanmasına ve uygulanmasına katkı sağlamıştır. AB ye uyum süreci içerisinde Türk Eğitim Sisteminde ABnin istediği eğitim politikaları hızla hayata geçirilmeye çalışılmaktadır. Eğitimde kalite, daha nitelikli bir eğitim politikası, uygulamalarda daha şeffaflık ve süreklilik uygulamaları oldukça dikkat çekmektedir. Klasik eğitim anlayışının artık geride kaldığı günümüzde modern eğitim anlayışının ön planda olduğunu görmekteyiz. Geçmişte yaşanan eğitim sorunlarının artık geride kaldığına inandığımız bu süreçte günümüzde uygulanması planlanan ve bazı okullarda uygulanan yeni eğitim teknikleri, teknolojik araçlarla sunulan eğitim sistemi daha nitelikli bir öğrenci profilini doğurmaktadır. Son olarak 4+4+4 sisteminde yaşanan bazı gerginlikler ve yeni eğitim sisteminin toplum tarafından kabul görmesi sürecinin de ABye uyum sürecinde önemli olduğunu söyleyebiliriz. Kesintisiz yapılan bu eğitim sistemi daha nitelikli bir öğrenci profilinin ortaya çıkmasına, üniversite eğitim hayatına da katkı sağlamaya yönelik olduğunu düşünebiliriz.

In this study, European Union(EU) and Turkey s membership process to EU are explained and EU s educational policies and their effects upon Turkish Educational System are disscussed.In this study, especially aducational policies pursued by Turkey s EU integration process in examined in terms of literatüre, the studies in this area were evaluated.Consisting of twenty- seven European countries. EU, as with many issues, carried out serious reforms in the field of education. In particular, the innovations which were brought to educational administration and educational system are wery remarkable. In the Unity of the EU accession process, Turkey carried out some studies, especially in the field educational reforms. The studies which were held between the EU and Turkey contributed to experience and implement innovations in education. In the process of adaptation to the EU, educational policies which The EU wants are quickly tried to be implemented in Turkish Educational System. Quality in education and more qualified educational policy, more transparency in applications and continuity have attracted a great deal of attention. As today the classsical education approach is no longer left behind, we see that modern education approach is at the forefront. In the process which we believe that educational problems was fallen behind in the past, new training techniques planned to be implemented and practices in some places today, the educational system offered by techonological devices leads to a more qualified student profile. Finally, we can say that some of the tensions in the 4+4+4 system, and the process of the acceptance of a new educational system by society are important in the process of harmonization with the EU. We can think that continious education system leads to a more qalified student profile, contribute to the life of university education.
