Abstract
Bu çalışmada, literatürde son dönemde üzerinde fazlası ile çalışılan yönetişim olgusu ve bu olguyaküresel ve yerel düzlemde önceleyen Uluslararası Para Fonu (IMF), Dünya Bankası ve İktisadi Gelişmeve İşbirliği Teşkilatı (OECD) gibi uluslararası iktisadi kuruluşların yapıları ve yaklaşımları irdelenmiştir.Bu kapsamda yönetişim olgusunun nasıl ortaya çıktığı ve küreselleşme ile yerelleşme kavramlarıarasındaki ilişki, bahsi geçen uluslararası organizasyonlar açısından analiz edilmiştir. Literatür analiziyöntemi kullanılarak yapılan bu çalışmada küreselleşme ve yerelleşme olgusunun birbiri ile çelişmektenziyade birbirlerini destekleyen olgular olduğu sonucuna varılmıştır. Ayrıca yönetişimin aslında yerelinküreselleşmesinin bir sonucu olarak “kü-yerelleşme” kavramı üzerinden IMF, Dünya Bankası ve OECDgibi ulus üstü küresel organizasyonlar tarafından gönüllü ve koşullu politika transferleri şeklindeküresel bir etkiye kavuşturulduğu sonucuna varılmıştır
In this article, firstly the management of the international economic institutions such as the IMF, the World Bank and the OECD was discussed. Then the relation between the concept of governance emerged by these institutions and the concept of globalization has been analyzed. In this context, in terms of these international organizations, how governance emerged, relationship between governance and globalization and localization concepts have been examined. In this study, which is made by using content analysis method, it is seen that the phenomenon of globalization and localization are phenomena that support each other instead of being different from each other. A result of the globalization of the local Governance, with phenomenon of “glocalization” has become a global influence in the form of voluntary and conditional policy transfers by transnational global organizations such as the IMF, the World Bank and the OECD.
