Publication: YEREL YÖNETİMLERDE ÇALIŞANLARIN E-DEMOKRASİ VE E-KATILIM ALGISINA İLİŞKİN BİR ARAŞTIRMA: KONYA BÜYÜKŞEHİR BELEDİYESİ ÖRNEĞİ
Abstract
Günümüzde bilgi ve iletişim teknolojilerinin yaygınlaşması ile birlikte, görece gelişmiş ülkelerde e-demokrasi ve e-katılım uygulamalarının da aynı doğrultuda yaygınlık göstermesi, bu uygulamaları son yıllarda giderek kullanılan bir araç haline getirmektedir. Bu çalışmanın amacı, yönetime katılmada bilgi ve iletişim teknolojileri temelli etkinlik sağlanması için öngörülen e-demokrasi ve e-katılım uygulamaları üzerinden Konya Büyükşehir Belediyesi personeli ölçeğinde bir alan araştırmasını içermektedir. Öncelikle çalışmada, e-demokrasi ve e-katılıma ilişkin teorik çerçeve ortaya konmaktadır. Daha sonra araştırmanın örneklemini oluşturan yerel yönetim birimine bağlı 205 personelin e-demokrasi ve e-katılım uygulamalarına yönelik bakış açıları ve algılamaları tespit edilerek değerlendirilmektedir. Çalışmanın alan araştırmasına dayalı bölümü için veri toplama yöntemi olarak anket tekniği kullanılmıştır. Yapılan anket çalışması sonucunda elde edilen veriler SPSS programında çözümlenmektedir. Verilerin analizinde betimsel istatistiklerle birlikte e-demokrasi ve e-katılım alanları ile ilgili algıların farklılaşıp farklılaşmadığını belirlemek amacıyla tek yönlü varyans testi kullanılmıştır. Bu alan araştırması bulgularının sonucu olarak, hem söz konusu personelin e-demokrasi ve e-katılım uygulamalarını bir katılım aracı olarak görmekte olduğu hem de bu uygulamaların yaygınlaştırılması gerektiği ortaya çıkmaktadır. Ayrıca, yönetim stratejilerinin oluşmasında vatandaşların elektronik boyutta katılımının sağlanacağı mekanizmalara ihtiyaç olduğu anlaşılmaktadır.
Along with the widespread use of information and communication technologies nowadays, the fact that practices of e-participation and e-democracy spread in the same direction in the relatively developed countries makes these practices an increasingly used tool in recent years. The aim of this study include a case study in the scale of the Konya Metropolitan Municipality personnel on the practices of estimated e-democracy and e-participation based on information communication technologies in order to provide efficiency of participation to the management. Firstly in the study, the theoretical framework related to e-participation and e-democracy is pointed out. Second, the views and perception of the 205 personnel, who belong to the local government unit which forms the sample of the research, on e-democracy and e-participation are communicated and evaluated. Survey method is used as a method of data collection for the section based on case-study research of the study. The data that is collected as a result of the survey study is analyzed in SPSS program. Together with descriptive statistical analysis of the data, in order to determine whether perceptions related to e-democracy and e-participation areas differ or not, one-way Anova test for occupational status are used. As a result of the findings of this case study, it is seen that the personnel in question views the e-democracy and e-participation practices as a participation tool and that these practices of dissemination have need to be spread. Moreover, it is understood that there is a necessity for the mechanisms that enable the citizens to participate electronically in the formation of the management strategies
