Belediyelerde sosyal harcamalar: Üsküdar ve Kadıköy Belediyesi örnekleri

Abstract

Günümüzde merkezi yönetim kurumlarının yanı sıra, yerel yönetimler de sosyal hizmetlerin sunulması konusunda önemli roller üstlenmektedir. Ancak, yerel yönetimlerin sundukları sosyal hizmetlerin boyutları tabi olunan mevzuatın yanı sıra, mali kaynakların yeterliliği ile de doğrudan ilişkilidir. Diğer yandan, bölgenin demografik, ekonomik ve kültürel özellikleri yerel yönetimlerin sundukları sosyal hizmetleri farklılaştırabilmektedir. Bu bağlamda, yerel yönetimlerin bütçeleri içinde sosyal harcamaların payı ve içeriğinin tespit edilmesi, yerel yönetimlerin sosyal hizmetler alanında üstlendikleri rolün ve sundukları sosyal hizmetlerin çeşidi konusunda bir fikir sahibi olunmasını sağlayacaktır. Bu amaçla makalede, belediyelerin sosyal harcamaları analiz edilerek sosyal harcamaların belediye bütçeleri içerisindeki payı ve bileşimi tespit edilmeye çalışılmıştır. Bu kapsamda, öncelikle Türkiye’de ve çeşitli OECD ülkelerinde sosyal harcamaların toplam bütçe içerisindeki payı ve eğitim, sağlık ve sosyal yardım (koruma) harcamaları kapsamında dağılımı karşılaştırmalı olarak incelenmiştir. Ayrıca, örnek olarak seçilen Üsküdar ve Kadıköy Belediyelerinin stratejik plan, performans programı, faaliyet raporu ve kesin hesapları üzerinden, bu belediyelerin sosyal hizmetlerden sorumlu birimleri esas alınarak ayrıntılı bir analiz gerçekleştirilmiştir. Analiz çerçevesinde, Üsküdar ve Kadıköy Belediyelerinin sosyal harcamaları içerik ve kapsam açısından incelenerek karşılaştırılmıştır. Sonuç olarak, Üsküdar ve Kadıköy Belediyelerinin sosyal harcamalar konusunda ayırdıkları kaynakların içeriği farklılaşmakla birlikte, sosyal harcamaların bütçe içindeki payının birbirine yakın olduğu, % 8-9 düzeyinde gerçekleştiği görülmüştür. Bu oran, % 3 düzeyinde olan Türkiye’deki belediye ortalamasına göre daha yüksek bir seviyeyi göstermektedir. Ancak yine de OECD ülkeleri ile karşılaştırıldığında bu oran oldukça düşük seviyelerdedir. OECD ülkelerinde eğitim, sağlık ve sosyal koruma harcamalarının yerel yönetim harcamaları içindeki payı analiz yapılan dönemde ortalama yüzde 48,7 düzeyindedir

Today, in addition to central government institutions, local governments also play an important role in the delivery of social services. However, the dimensions of the social services provided by local governments are directly related to the adequacy of financial resources as well as the legislation. On the other hand, the demographic, economic and cultural characteristics of the region can differentiate the social services offered by local governments. In this context, determining the share and content of social expenditures in the budgets of local governments will provide an idea about the role of local governments in the field of social services and the type of social services they offer. For this purpose, in the article, the social expenditures of the municipalities were analyzed and the share and composition of the social expenditures in the municipal budgets were tried to be determined. In this context, first of all, the share of social expenditures in the total budget and the distribution of education, health and social assistance (protection) expenditures in Turkey and various OECD countries were examined comparatively. In addition, a detailed analysis was carried out on the strategic plan, performance program, annual report and final accounts of Üsküdar and Kadıköy municipalities, which were selected as examples, based on the social services units of these municipalities. Within the framework of the analysis, the social expenditures of Üsküdar and Kadıköy Municipalities were examined and compared in terms of content and scope. As a result, although the content of resources allocated by Üsküdar and Kadıköy Municipalities for social expenditures differ, it has been observed that the share of social expenditures in the budget is close to each other, at the level of 8-9 percent. This rate shows a higher level than the municipal average in Turkey, which is at the level of 3 percent. However, this ratio is still quite low when compared to OECD countries. The share of education, health and social protection expenditures in local government expenditures in OECD countries is 48,7 percent on average in the analyzed period.
