6 Şubat 2023 Kahramanmaraş depremi: Bilgi ve belge merkezi çalışanlarının afet yönetim sürecine özgü algıları

Abstract

Tarih boyunca doğa ve insan kaynaklı tehlikeler kütüphaneleri hep etkilemiştir. Doğal tehlikelerden biri olan depremin ülkemizde neden olduğu olumsuz etkiler diğer risklerden daha fazladır. Depremin canlılar ve yapılar üzerindeki etkisi çok çeşitli fiziksel, psikolojik, sosyal ve ekonomik sonuçlar doğurmaktadır. Bu olumsuz sonuçlardan etkilenmemek ya da en az etkilenmek için depreme hazırlıkta afet planlarının önemi ortadadır. Kütüphaneler için müdahale, kurtarma ve iyileştirme önlemlerine odaklanan afetten korunma ve risk yönetimi planları hayati öneme sahip olmakla birlikte, aktif deprem kuşağında bulunan ülkemizde bu planların uygulamadaki karşılığı daha önemlidir. Afet planlarının uygulayıcıları ve sorumluları olan kütüphane personelinin afet planlarının içeriğine hâkim olmaları, bir afet durumunda plandaki yönergeleri uygulamaları hayati öneme sahiptir. Bu bağlamda bu makale ile depreme ve afet yönetimine dair bilgi ve belge merkezi çalışanlarının deneyimleri, görüşleri ve duyguları aracılığıyla afet yönetim planlarının uygulamadaki karşılığının test edilmesi, süreç yönetiminde olumlu ve olumsuz sonuçlarının değerlendirilmesi, depremin çalışanlar üzerindeki fiziksel ve psikolojik etkilerinin anlaşılmaya çalışılması hedeflenmiş; böylece alınacak önlemlerde ve yapılacak planlamalarda tüm bunların göz önünde tutulmasının önemi vurgulanmaya çalışılmıştır. Bu makale 6 Şubat 2023 tarihinde Kahramanmaraş merkezli olan ve on bir şehri büyük oranda etkileyen depremin ardından, bilgi ve belge merkezi çalışanları tarafından cevaplanan anket çalışmasından elde edilen sonuçları sunmaktadır. Anket depremden etkilenen Kahramanmaraş, Gaziantep, Şanlıurfa, Diyarbakır, Adana, Adıyaman, Osmaniye, Hatay, Kilis, Malatya ve Elazığ’da bulunan çoğunlukla kamu üniversite kütüphane çalışanları ve yöneticileri olan 43 kişi tarafından cevaplanmıştır. Anket cevapları ve literatür değerlendirmesi, kütüphane afet planlarının uygulamada karşılığının yeterli olmadığını, kütüphanecilerin çok azının afet planlarından ve uygulanma sürecinden haberdar olduğunu göstermektedir. Kütüphane çalışanlarının deprem farkındalığı, depreme hazırlık ve depremden korunma konularında eksikleri olmakla birlikte, bu eksiklerin hem bireysel hem de kurumsal ve devlet politikaları ile önleneceği düşünülmektedir. Üzerinden beş ay geçmesine rağmen güvenlik ve barınma kaygısı duyan, endişe ve çaresizlik duygularını hâlâ yoğun olarak yaşayan insanların varlığı, deprem öncesinde hazırlanan afet planlarının insani boyutla yeniden ele alınmasını zorunlu kılmaktadır.

Throughout history, both natural and human-induced hazards have always impacted libraries. The negative effects caused by earthquakes, one of the natural hazards, in our country are greater than other risks. The impact of an earthquake on living beings and structures results in a wide range of physical, psychological, social, and economic consequences. To avoid or minimize the impact of these adverse outcomes, the importance of disaster preparedness plans for earthquakes is evident. For libraries, disaster protection and risk management plans that focus on intervention, rescue, and recovery measures are of vital importance. Moreover, in a country located in an active earthquake zone like ours, the implementation of these plans is even more critical. It is a crucial that library personnel, who are the implementers and responsible parties of disaster plans, are well-versed in the content of these plans and are able to follow the guidelines in case of a disaster. In this context, this article aims to test the implementation of disaster management plans through the experiences, opinions, and emotions of information and document center employees. It also seeks to evaluate the positive and negative outcomes of the process management, as well as to understand the physical and psychological effects of earthquakes on the employees. Thus, the importance of considering all of these aspects in the measures to be taken and the planning to be done is emphasized. This article presents the results obtained from a survey conducted by information and document center employees following the earthquake that primarily affected Kahramanmaraş and eleven other cities on February 6, 2023. The survey was answered by 43 individuals, mostly public university library employees and managers, located in Kahramanmaraş, Gaziantep, Şanlıurfa, Diyarbakır, Adana, Adıyaman, Osmaniye, Hatay, Kilis, Malatya, and Elazığ, which were mostly affected by the earthquake. Survey responses and literature evaluation indicate that the implementation of library disaster plans is inadequate and that very few librarians are aware of these plans and their implementation process. Although library employees have deficiencies in earthquake awareness, preparedness, and earthquake protection, it is believed that these deficiencies can be addressed through both individual and institutional and government policies. The existence of individuals who, five months after the earthquake, still experience concerns, anxiety, and feelings of helplessness regarding security and shelter necessitates a reevaluation of disaster plans from a humanitarian perspective.
